A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD APPROVING THE
CONSULTANT SERVICES AGREEMENT BETWEEN
THE CITY OF LYNWOOD AND RBF CONSULTING
TO COMPLETE THE UPDATE OF THE LYNWOOD
HOUSING ELEMENT AND AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENT

WHEREAS, THE Lynwood City Council approved a consultant services
agreement between the City of Lynwood and RBF Consulting to update the
Lynwood Housing element on March 4t", 2008; and
WHEREAS, State Law requires local governments to adopt a General
Plan consisting of seven (7) mandatory elements including a Housing Element;
and
WHEREAS, the last Housing Element Update was adopted by 'the City
Council on May 15, 2001; and
WHEREAS, the updated Housing Element is required to comply with
amendments to State law and provide a current inventory of existing houses and
projected housing needs for the City of Lynwood; and
WHEREAS, updating the Lynwood Housing Element may have impacts
on the environment, therefore, an Initial Study will be prepared in accordance
with the California Environmental Quality Act (CEQA) guidelines. It is anticipated
that a Mitigated negative Declaration will be prepared.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1: The City Council of the City of Lynwood approves the
consulting services agreement between the City of Lynwood and RBF Consulting
to complete the Update to the Lynwood Housing Element.
Section 2: The City Council finds that this service may be more effectively
acquired through a waiver of the RFP process.
Section 3: That the Mayor is authorized to execute the agreement,
approved as to form by the City Attorney.
Section 4: This Resolution shall become effective immediately upon its
adoption.
PASSED, APPROVED, and ADOPTED this 4t" day of March, 2008.
