REGULAR MEETING
February 10, 2004
The Moab City Council held their Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 115 West 200
South, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and Police Chief Mike Navarre led in the Pledge of Allegiance. Also
in attendance were Councilmembers Gregg Stucki, Keith Brewer, Jeff
Davis and Kyle Bailey; City Manager Donna Metzler, City
Recorder/Assistant City Manager Rachel Ellison and City Treasurer
Jennie Ross. Sixteen (16) members of the audience and media were
present.
Councilmember Brewer moved to approve the Regular Meeting Minutes
of January 13, 2004 and the Special Meeting Minutes of January 22 and
January 28-29, 2004. Councilmember Stucki seconded the motion. The
motion carried 4-0 aye.
There were no Citizens to be Heard.
A Planning Department Update was not given.
A Public Works Department Update was not given.
A Police Department Update was not given.
Under Presentation, Don Metzler with the Department of Energy made a
presentation regarding the Atlas Mill Tailings.
Also under Presentations, the Grand County Comprehensive Advisory
Group presented the Youth Tobacco Use in Grand County Survey.
Councilmember Bailey moved to approve proposed Ordinance # 2004-
02 — An Ordinance Adopting the 2003 International Building Code,
2003 International Residential Code, 2003 International Mechanical
Code, 2002 National Electrical Code, 2003 International Plumbing
Code, 2003 International Fuel Gas Code, 2003 International Energy
Conservation Code, 2003 International Fire Code, And A 117.1-1998.
Councilmember Davis seconded the motion. The motion carried 4-0
aye.
Councilmember Brewer moved to approve a request to Send Proposed
Resolution #02-2004 — A Resolution Amending the Fiscal Year 2003-
2004 Budget to Public Hearing. Councilmember Bailey seconded the
motion. The motion carried 4-0 aye.
Councilmember Stucki moved to approve a Special Business Event
License for the Canyonlands Half Marathon and Five Mile Run to be
held on March 20, 2004 with the condition that the skate park closure is
conditional on the Event Staff enforcing the closure. Councilmember
Brewer seconded the motion. The motion carried 4-0 aye.
Councilmember Davis moved to approve a Temporary Class II Beer
License for Alberto Martinez, d.b.a. Casa Valentina LLC Located at
1266 North Main Street. Councilmember Stucki seconded the motion.
The motion carried 4-0 aye.

Under Reading of Correspondence, Mayor Sakrison stated that he had
received the Annual Golf Course report and the a copy of the City's
response to the draft Environmental Impact Statement (EIS) for the Atlas
Mill Tailings Site.
READING OF
CORRESPONDENCE
Under Mayor and Council Reports, Mayor Sakrison stated that he, City MAYOR AND COUNCIL
Manager Metzler and Planning and Community Development Director REPORTS
Olsen had attended a meeting with Utah State Senator Dmitrich
regarding the Utah Department of Transportation (UDOT) Moab Main
Street Rebuild Project.
Councilmember Brewer stated that a local business owner had expressed
to him that the UDOT Main Street Plan had not been presented to
everyone.
City Manager Metzler stated that she had attended the same UDOT
meeting and that the plan had been displayed for everyone to view.
Councilmember Bailey stated that he had attended an American
Association of Retired Persons Prescription Drug Benefit seminar in
Washington, D.C. and had met with Senator Bennett to present the
City's response to the Draft EIS for the Atlas Mill Tailings Site.
Councilmember Bailey also stated that he had visited with Congressman
Mattheson's staff and that his office was aware of our federal funding
request.
Under Administrative Reports, City Manager Metzler stated that she had
met with UDOT and that Kim Manwell with UDOT was acting as the
City's advocate in the Main Street Project. City Manager Metzler stated
that UDOT would be installing and paying for the Main Street medians,
would incorporate the new street lighting and landscaping and that
handicap ramp retrofitting would be included. City Manager Metzler
stated that staff had been busy with the 2003-04 budget opening and the
preparation of the 2004-05 budget, and that she had received the new
plans for the proposed animal shelter.
Councilmember Bailey inquired as to the status of the 400 East traffic
light.
City Manager Metzler stated that according to UDOT construction on
the light should start in mid -March 2003.
City Manager Metzler then stated that Grand County would not be
participating in the Municipal Building Project.
ADMINISTRATIVE REPORTS
A Goal Update was not given. GOAL UPDATES
Councilmember Brewer moved to pay the bills against the City of Moab
in the amount of $945,263.32. Councilmember Bailey seconded the
motion. The motion carried 4-0 aye by a roll -call -vote.
Councilmember Bailey moved to adjourn. Councilmember Stucki
seconded the motion. The motion carried 4-0 aye.
Mayor Sakrison adjourned the Regular Council Meeting at 8:35 PM.
