IONA COMMUNITY CENTER

PRESENT:
Acting Chairman Ray Hart, Member Bill Koester, Member Clint Reading, Member Jason
Cooper, and Assistant Clerk Rylea Farrens
ABSENT: Chairman James West
VISITORS: None.
Acting Chairman Hart welcomed everyone and led with the Pledge of Allegiance.
Approval of Minutes: Acting Chairman Hart entertained a motion. Member Koester moved to
approve the minutes for April 12th, 2023. Member Cooper seconded the motion. All are in favor,
so the motion carried.
Items of Business:
Variance Application—James West,4678 N. Sunset Drive; a variance pertaining to
the required depth of drainage swales as specified by Iona City Code § 5-5-7(A)
1110 Acting Chairman Hart inquired if he was wanting to put in a French drain. Member
Cooper said yes.
Member Koester asked if the drainage will be going into the white plastic container that
is pictured in the packet, and then asked if that needed to be engineered.
Member Cooper said that it has a 55-gallon storage capacity.
Acting Chairman Hart asked if that amount was going to be able to handle the required
load.
Member Cooper noted that they would have to take into account the half width of the
street and the frontage, and then they would apply a certain storm to it, and that's how
you would size a swale as an engineer. Without knowing the percolation rates it's hard
to tell if that amount would suffice. He stated that as long as the water can get to the
French drain, and is graded to drain it, it should be just fine. His opinion was that as long
as Public Works Director Zech Prouse is okay with it, he has no problem with it.
Acting Chairman Hart stated that he agrees with Member Cooper, as long as it's
something that the City Engineer and/or the Public Works Director has no problem with.
Member Cooper stated that it looks like he did a drainage system on both sides of the
drive system.
Member Cooper moved that the variance application for James West, 4678 N. Sunset
Drive; a variance pertaining to the required depth of drainage swales as specified by
Iona City Code § 5-5-7(A)be approved or recommended for approval by City Council
with the contingency that Public Work Director Zech Prouse approve and/or sign off on
this system as installed. Member Koester seconded the motion, all are in favor. The
motion carried.
FlAmendment to Iona City Code § 11-5-9: Residential (R-2) Zone; adding a
requirement for a garage or carport of like materials (Ord. 287-05-23)
Acting Chairman Hart noted that he personally doesn't like this type of code because it
feels like they are controlling people. He discussed the reasoning behind forcing people
to have a garage structure.
Member Reading noted that if we're bringing the language close together for the two
zones (R-1 and R-2) what is the point of having two different zones?
Acting Chairman Hart noted that he feels similarly to Chairman West that we should be
tightening our residential zoning, we could leave it at .33 acres, but the City Council
should have more of a say in that. He believes the minimum requirement for the lot size
should be larger, 0.5 acre or more.
Member Koester noted that in 11-5-9-A for each single-family residence they need 2
off-street parking spots. He also noted that some of the older homes near his house have
no off-street parking at all.
Acting Chairman Hart stated that they were probably grandfathered into that code.
Member Reading inquired why we require a parking structure in the R-1 and/or R-2
zones if they already have parking. He isn't sure what the impetus is.
They discussed the lot north of Jill's Chicken Shack on Main St. and how the zoning
was changed to allow the manufactured home to go on it. They also discussed the
parking situation there, and Acting Chairman Hart stated that they shouldn't be allowing
any development until the necessary right-of-way and easements are ready.
They then discussed limiting manufactured homes in the City, and talked about the
approval process for manufactured homes. They discussed whether they had to appear
before the City Council.
Member Reading stated that to him this feels a little HOA-ish.
Acting Chairman Hart stated that he doesn't have a problem with this, but he thinks
we're addressing this in the wrong way. There's a better way to prevent mobile homes
from coming to the City.
Member Cooper stated that the code change brings it in line with R-1. R-2 also has the
ability to have patio homes and townhomes which he doesn't think is a bad thing.
Acting Chairman Hart stated that he doesn't see a problem,but the bigger issue is the
fact that we need to clean up our zoning ordinance, so it gives the City Council more
control over what we do with our lots. What that is I'm not sure.
Member Koester asked if is it was required to have a one car or two car garage/ carport
structure?
Acting Chairman Hart stated that he doesn't think that it matters.
Member Reading noted that it doesn't say that in an R-2 it needs one garage per one
PIN residence, and they agree that it should.
Member Cooper moves that they recommend approval of the Amendment to Iona City
Code § 11-5-9: Residential (R-2) Zone; adding a requirement for a garage or carport of
like materials (Ord. 287-05-23) As shown in Tab C of the packet, with the requirement
that if the structure is a multi-family residence, each residence has a garage or carport of
similar materials. Member Koester seconded. Acting Chairman Hart, Member Cooper
and Member Koester are in favor, Member Reading is opposed. Motion carried.
Member Cooper moved to adjourn the meeting, and Member Reading seconded the
motion. All are in favor, the motion carried.
