SEPTEMBER 20, 1964
INITIATION:
1. The regular meeting of the City Council was called to order by
Mayor Merritt at 7:30 P. M., followed by invocation given by
2. Rev. R. E. Schulz of the Lutheran Church, 9123 Broadway. Mayor

5. APPROVAL OF MINUTES:
A. Adjourned Meeting of September 14, 1964.
Councilman Harker moved to approve the minutes or the adjourned
meeting of September 14, 1964, Councilman Tyrell seconded,
carried by the following roll call vote:

6. Regular Meeting of September 14, 1964.
Councilman Nunamaker moved to approve the minutes of the regular
meeting of September 14, 1964, Councilman Tyrell seconded, and
carried by the following roll call vote:

RESOLUTION NO. 64 -404: vs, lowering age limit from 21 to 18 yrs.
for purchase of alcoholic beverages.
City Attorney Shatford read title to Resolution No. 64 -404 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY CON-
DEMNING ANY PROPOSAL TO LOWER THE AGE LIMIT FROM 21 TO 18 FOR
THE PURCHASE OF ALCOHOLIC BEVERAGES. Councilman Tyrell moved
to adopt Resolution No. 64 -404, Councilman Nunamaker seconded,
carried by the following roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
7 SEARING I +! OF NEW TRAFFIC COMMISSIONER:
At this time the Mayor requested Mr. Al '1. Millham to come for-
ward and be sworn in by the City Clerk. Mr. Woollett administer-
ed the Oath of Office, following which Mr. Millham was congratu-
lated and welcomed by the Mayor and Councilmen.

John Benedict.
Mr. Benedict was not present at this time so the presentation
will be made later.

Assistant City Manager presented the report on the above pro-
posed assessments. Mayor Merritt asked if there was anyone in
the audience who wished to speak for or against these assess-
ments and no one came forward. Councilman Harker moved to close
the public hearing, Councilman Nunamaker seconded, roll call
vote to carry as follows:
AYES: Councilmen - Dickaeon, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Nunamaker moved to confirm the assessments on the
listed properties and the amounts, Councilman Harker seconded,
carried by the following roll call vote:

9'. REQUEST "NO PARKING AT ANY TIME" SIGN: FIRST CHURCH OF CHRIST
SCIENTIST: 5561 SULTANA
Assistant City Manager Koski advised the Council there were
four parking stalls in front of the church which would be elim-
inated if this request was granted, that there is no curb and
gutter but a berm at the edge of the blacktop, and recommended
restricted parking as a very important safety feature.
Mr. Gorth, 9509 Kennerly, stated he was on the Board of the
Church and the request was submitted in order to give more ade-
quate sight and access to the entrance to the church parking
lot. Following considerable discussion by the City Council
Councilman Tyrell moved to give 12 ft. of restricted parking
on either side of the parking lot entrance, Councilman Nunamaker
seconded, and carried by the following roll call vote:

10. RESOLUTION NO, 64 -405: Request to Public Utilities.
City Manager Woollett presented Resolution No. 64 -405 A RESOLU-
TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHORIZING
EXECUTION OF AGREEMENT BET,-JEEN DEPARTMENT OF. PUBLIC ARKS, THE
STATE OF CALIFORNIA, COUNTY OF LOS. ANGELES, ORANGE, SAN BERNAR-
DINO, RIVERSIDE, VENTURA, SOUTHER! CALIFORNIA RAPID TRANSIT
DISTRICT AND RATIFYING CITIES. Councilman Dickason moved to
adopt Resolution No. 64 -405, Councilman Tyrell seconded, carried
by the Following called vote:

NOES: Councilmen -None

RESOLUTION NO, 64 -408: Re- agreement between Counties and Southerr
Calif. Rapid Transit District and ratifying cities. City Attor-
ney Shatford read title to Resolution No. 64 -403 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHORIZING EX-
ECUTION OF AGREEMENT BET':'IEEN DEPARTMENT OF PUBLIC i-VORKS , THE
STATE OF CALIFORNIA, COUNTY OF LOS ANGELES, ORANGE, SAN BERNARD -
INO, RIVERSIDE, VENTURA, SOUTHERN CALIFORNIA RAPID TRANSIT DIS-
TRICT AND RATIFYING CITIES. Following discussion Councilman
Tyrell moved to adopt Resolution No. 64 -408, Councilman Nuna-
maker seconded, carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
12. ASSESSMENT REPORT ON PARKING DISTRICT #2,
City Manager'r;Joollett advised receipt of a report from the
Assessment Engineer showing assessment of $86,884, and after
discussion with O'Melveny & Myers, Parking District Counsel,
he recommended the Council withold approval of the report at
this time as there are some chances to be made that have come
up since preparation of the Agenda. He recommended a Public
Hearing be set for Dec. 14, 1964, at 7 :30 P. M. and authorize
the staff to have plans and specifications prepared, and also
authorize the staff to go to bid when we have the final exact

cost figure. Councilman Tyrell so moved, Councilman Nunamaker
seconded, carried by the following called vote:

13. REQUEST FOR CHARITABLE SOLICITATION PERMITS:
a. Donald Johnson, 9621 Longden Ave., Temple City.
Councilman Nunamaker advised he had checked into this request
to sell advertising to finance a film produced by high school
and college students which they planned to show at the school
for an admission fee to raise money for future productions.
He advised this was not approved or connected with the school
and could not be shown there for an admission fee, and that
this was not approved by or in connection with school activities,.
Following discussion Councilman Nunamaker moved to reject the
the request, Councilman Dickason seconded and carried.
b. Cali=. Council of the Blind, Inc., request permit to sell
tickets for a children's variety show by telephone, the monies
received to be used to aid in conducting their activities for
the Blind. Following discussion Councilman Tyrell moved to
grant, Councilman Harker seconded, and carried.
14. SET ASSESSMENT HEARINGS: curb & gutter
Asst. City Manager Koski presented the following locations to
be set for Public Hearing:
9144 Broadway $360.
5423 Loma $160.
9019 Rancho Real Rd. $165.60
He recommended the Hearing be set For October 12, 1964, at 7:30
P. M. Councilman Tyrell so moved, Councilman Harker seconded,
carried by the following roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
15. PARKS & RECREATION RECOMMENDATIONS:
Purchase of Illuminated Bulletin Board for Live Oak Park.
Asst. City Manager Koski presented the recommendation from the
Parks & Recreation Commission for the purchase of an illuminated
Bulletin Board 72 x 42, with plexiglass instead of glass and
with fluorescent lights inside the frame work, cost around $700.
Following discussion by the Council, Councilman Harker moved to
deny the recommendation with the suggestion that the Parks &
Recreation Commission come up with an alternate proposal for
consideration, Councilman Tyrell seconded, carried by the follow-
ing roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell
NOES: Councilman- Merritt
ABSENT: Councilmen -None
16. PLANNING COMMISSION RECOMMENDAT I UNIS:
a. ORDINANCE NO. 64 -141: The City Manager advised this adds
this section to the Municipal Code which was inadvertently omit-
ted when being printed. Councilman Tyrell moved to waive fur-
ther reading of Ordinance No. 64 -141, Councilman Nunamaker se-
conded and carried.
As this was the first reading of the ordinance no further action
was taken.
B. ORDINANCE MO. 64 -137: requirements for improvements.
Asst. City Manager advised this provided requirements for the
construction and installation of sidewalks, curbs, gutters,
driveways, parkway trees, and dedication of right of way in con-
junction with building construction. Councilman Tyrell moved
to waive further reading of Ordinance No. 64 -137, Councilman
Nunamaker seconded, carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
As this was the first reading of this ordinance no further action
was taken.

c. Recommended certain changes of Zone in compliance with City
Council request for re -study areas as follows:
1. Lower Azusa Rd. from rear of property fronting on Camelli .
to east City limits.
2. area bounded by Lower Azusa Rd., Temple City Blvd. and
Eaton dash,
3. area bounded by Rosemead Blvd., Eaton Wash and M -1 zone
on Encinita and railroad tracks.
City Manager ',loollett recommended a concurrent study session
with the Planning Commission on October 13, 196k, for discussion
of the recommendations, and to set a Public Hearing for 7:30
P. M. on October 26, 1964, in this connection. Councilman
Nunamaker so moved, Councilman Dickason seconded, roll call vote
to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None

17. RESOLUTION NO. 64 -407: re part -time employees.
The City Manager advised this covered the employees for the
after - school recreation rogram. Councilman Tyrell moved to
adopt Resolution No. 64 -k07, Councilman Harker seconded, and
carried by the following roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
18. RESOLUTION NO. 64- 406: Warrants & Demands.
Councilman Tyrell moved to adopt Resolution No. 64 -406, warrants
& Demands No. 5582 through No. 5600 in the sum of $4,301.71,
Councilman Harker seconded, roll call vote to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None

19.
CORRESPONDENCE:
City Manager f!oollett presented a request by Arcadia Red -E Units
sponsored by American Legion Post 247, for a car wash at Ray's
Standard station for Oct. 17. Gary Enderle, 6219 Sultana, Pres.
of the group advised they aided the public with communications
at the Camellia parade, etc. Councilman Tyrell moved to grant,
Councilman Nunamaker seconded, roll call vote to carry as follow
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -More

20. TIME FOR THOSE IN THE AUDIENCE '.iHO IISH TO SPEAK: No one came
forward to speak at this time.
21. MATTERS FROM CITY OFFICIALS:
Councilman Nunamaker discussed the permit given the Calif. Coun-
cil of the Blind, and similar requests, and felt strongly that
these should all be tied in with the United Crusade. However
this is a telephone solicitation which could not be controlled
by the City.
Councilman Harker reported on the Selective Committee meeting
held on Sept. 23 and presided over by Secretary of State Jordan
advising Mr. Harry Fall, Mayor oF Pomona had been elected unani-
mously from Corridor D, which is the area Temple City is under.
City Manager'^!oollett read a letter from the Road Superintendent
recommending acceptance of street improvement work and cancella-
tion oF the faithful performance bond in the sum of $0,100. in
connection with Tract #29148, J. B. Weber Dev. Co. Councilman
Dickason so moved, Councilman Tyrell seconded, roll call vote
to carry as follows:
AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
City Manager .!oollett advised the San Gabriel Valley Planning
Council request appointment of a Councilman and a Planning Com-
missioner as regular delegates to this organization. He recom-
mended the Planning Commission appoint their delegate and the
Council theirs. Councilman Harker moved to authorize the Mayor
to instruct the Planning Commission to appoint a member of their

Commission and Councilman Nunamaker to represent the City Coun-
cil, Councilman Dickason seconded, and carried.
City Manager '.!ool1ett advised the staff working with Al Lindberg
Vic Kobett, and Dave Recupero, for the open house program on
October 25, indicate at this time it will cost close to $600.
This is not in the budget and needs Council action to approve.
Councilman Nunamaker made a motion to authorize expenditure as
estimated at $600., Councilman Harker seconded, carried by the
following roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Nunamaker reported on the status of Parking Districts
#3 and #4. Also that a letter had been received from the Mayor
of Magdalena, Sonora, Mexico, accepting the Resolution and the
invitation to be our Sister City, and hoping for a big turn -out
from Temple City on Fiesta Day, November 20.
Councilman Dickason asked about the reconstruction of Temple
City Park and Asst. City Manager Koski advised Fickes & Fickes
are presently working on the improvements at Live Oak Park and
should have the final engineering on Temple City Park shortly
also.
22. ADJOUR.'1MENT:
Councilman Tyrell moved to adjourn, Councilman Nunamaker second-
ed, Council adjourned at 8:45 P. M. The next regular meeting
of the City Council will be held on October 12, 1546, at 7:30
P. M., at the City Hall Council Chambers, 5938 Kauffman Ave.
