The City Council of Medina, Minnesota met in special session on May 15, 2012 at 6:00
p.m. in the City Hall Chambers. Mayor Crosby presided.
I. ROLL CALL
Members present: Crosby, Martinson, Pederson, Siitari and Weir.
Members absent:
Also present: City Planner Dusty Finke, Public Works Superintendent Steve Scherer,
Finance Director Joe Rigdon, and City Administrator Scott Johnson.
II. Utility Fund Budget Transfer
Scott Johnson provided the City Council with background on the discussions that have
taken place regarding the budget transfers from utilities to the General Fund. Joe
Rigdon worked with Staff to update the base estimates for the transfer. The 2012
transfer was $279,100 and the updated transfer proposed for 2013 is $179,522. The
difference will need to be addressed with the 2013 Budget.
III. Clam Corp Building Purchase Cost Percentages
Council reviewed the proposed percentages for the purchase of the Clam Corp Building.
The proposal called for 80% of the purchase to be paid by the General Fund, 9% paid
by the Water Fund, and 11 % paid by the Sewer Fund. Council agreed with the
percentage breakdown for the project.
Council also discussed pushing out future bonding projects and discussed moving the
Tuckborough project up to 2012-13. Steve Scherer will meet with Tuckborough
Representatives to discuss moving up the road project. Council requested the sewer
and water fees of like cities for comparisons. As part of the 2013 Budget, Council has
requested a breakdown of the possible bonding scenarios and the levy impact from the
new bonds. This information will be provided at the June Work Session.
IV. Tax Increment Finance (TIF) District 1-9
Council reviewed a tracking spreadsheet for TIF District 1-9. The spreadsheet will be
reviewed yearly to track the district.
V. ADJOURN
Mayor Crosby adjourned the Work Session at 6.50 p.m.
