HomeMy Public PortalAbout1984_10_03_R178The Town of Leesburg in Virginia PRESENTED October 3, 1984 RESOLUTION NO. 84-178 ADOPTED October 3, 1984 A RESOLUTION: INITIATING AMENDMENT OF THE LEESBURG ZONING ORDINANCE CONCERNING SIGN REGULATIONS FOR MOTELS WHEREAS, this Council in June, 1983, approved the East Market Street Design Study for improving the physical appearance of East Market Street to promote public safety and welfare; to facilitate the creation of a convenient, attrac- tive and harmonious community; and to protect property values; and WHEREAS, the East Market Street Design Study recommends revising town sign regulations to better promote these objectives by encouraging signs that are not distracting to motorists and that are compatible with the surrounding street- scape and architecture; and WHEREAS existing sign regulations for motels are the most permissive of all Town commercial sign regulations; and THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. An amendment of the Leesburg Zoning Ordinance is initiated to revise Section 8-A-1-13.3, Number and size of signs at motels, to read as follows: Sec. 8-A-1-13.3. Number and size of signs at motels. (a) Only the following number of signs are permitted on any one zoning lot with a motel: (1) Two wall ~ign~ pla~ One wall sign for each addiL~v,,~, separate business establishment. (3) Directional signs, free of advertising material, as necessary to control and direct traffic. (4) One real estate sign. The Town ofLeesburgin Virginia TO MAYOR AND COUNCIL RE MOTEL SIGN LEGISLATION At Councilmember Hill's suggestion, the staff has added severa~ new provi- sions to the recently approved motel sign revisions to continue and reinforce -the special protection afforded the Historic District in the existing regula- tions. These additions are summarized below for your information. Unless there are major objections, they will appear in the legislation as advertised in next week's paper. ADD TO END OF PARA. (c) Irrespective of any other provision of this Ordinance~ the maxi- mum height of free standing signs on zoning lots with a motel shall be 12 feet. SECTION II. A public hearing at which persons affected by or interested in the amendment proposed above may appear and present their views shall be held beginning at 7:30 p.m. or as soon thereafter as the matter may be reached on October 24, 1984 in the Council Chambers, 10 West Loudoun Street, Leesburg, VA, and in line with Section 15.1-431 of the Code of Virginia, as amended, this hearing shall be a joint public hearing of both Planning Commission and Council. The clerk shall give notice of this hearing and the Council's intention to con- sider the amendments on October 1]., 1984 and October 18 , 1984 and shall advise the Planning Commission of the purpose, time and date of the hearing. Motel Sign Resolution Page 3 SECTION III. The Planning Commission shall report its recommendations to the Town Council on the proposed amendments within sixty days of the public hearing.
