HomeMy Public PortalAboutM2007-04-17-CCLYNWOOD CITY COUNCIL REGULAR MEETING APRIL 17, 2007 The City Council of the City of Lynwood met in a regular meeting in the Council Chambers, 11330 Bullis Road on the above date at 5:00 p.m. Mayor Byrd presiding. Council Members Johnson, Pedroza, Santillan, Vasquez, and Byrd were present. Also present were Interim City Manager-Finance Arnoldussen, City Attorney Beltran, City Clerk Hooper, and City Treasurer',Pygatt. City Clerk Hooper announced that theAgenda had been duly posted in accordance with the Brown Act. ORAL COMMUNICATIONS (Regarding Agenda Items Only) Shawn Powell-Furillo commented on item #13 RECREATION CONSULTANT - He spoke in favor of the new consulting service agreement. Rod White commented on item #13 RECREATION CONSULTANT - He spoke in favor of keeping Shaw Powell-Furillo as Sports Ambassador. He feels that Shawn is doing a good job. r-~ Irene Garcia commented on item #9 - LYNWOOD LIGHTING ASSESSMENT DISTRICT -They should make an assessment. She stated that we used to have vapor, lights, which were replaced with sodium lights (Do Not Illuminate) to save money. How much money was saved.and where is the money? Item #10 - LYNWOOD LANDSCAPING MAINTENANCEASSESSMENT DISTRICT FY 2007-2008 -She was not in agreement because we pay more so than other cities. Item #15 -LEGISLATIVE BLACK CAUCUS FOUNDATION SPONSORSHIP -Only if the money is not used from the City's coffer Fernando Pedroza stated that channel 34 made false accusations regarding the five councilmembers. He was interviewed on channel 34 to refute the accusations made against Councilman Pedroza. ORAL COMMUNICATIONS Irene Garcia stated a need for rent control and legal aid in the City. She requested ,that the City purchase paint to cover graffiti, which would match the color of the existing walls. She questioned the benefit of having 5 sister cities in Mexico. She requested a 100% audit of the Chamber of Commerce. Mailer/Newspaper given to Lynwood residents consisted of poor English and Spanish grammar. Sylvia Ortiz stated that the Phoenix Clinic is a methadone clinic and not a rehabilitation clinic. She would like a drug rehabilitation clinic for all family members. Alfreddie Johnson stated that Sylvia Ortiz is sincere about helping drug addicted women and would like her to work with the Phoenix House and Dr. Marshall. Margaret Arajo stated that she also cares about the women and children in Lynwood. She encouraged residents to go out into the community and see what is going on in the early morning hours. Joanette Gutierrez finds a problem with a methadone clinic. She called the sheriff station numerous times because there are people, in the alley on Atlantic and Los Flores, which are sleeping and drinking all of the time. Rebecca Wells commented, that in the presentation for the Phoenix House, It was stated that culturally and geographically appropriate services for female parolees were wanted. She wants positive changes for the City of Lynwood. The Phoenix House would be too close to schools. Lynwood needs economic development. Paulette Bradley had Good News! She was thankful for her beautiful alley. Last Saturday, book sales were successful. They made $503.00 for book sales and $500.00 for video sales. Antonio Manguia was concerned about the safety of the store on the corner of Long Beach Blvd. and Tweedy. He said, "It is like a ghetto". He expressed a need for sheriff patrol. Art Martinez has a very filthy alley. The brick wall in his back yard is tagged. He shared a personal experience that he had involving disrespectful taggers in his area. When he called City Hall, the phone rang several times before it was answered. He left a message with the Parking Division but he did not receive a reply. Rod White called City Hall and waited a long time before the phone was answered.. Ham Park has become a blighted area. We need to build something with the money we have. Regarding ordinance1480, he feels that loud talking in the hall way and cell phone turn off should be included in the ordinance. Leticia Vasquez spoke on the ongoing investigation of current and former council members. She stated that her colleagues are complying, with the investigation. Alfreddie Johnson spoke on irresponsible journalism regarding the current and former councilmembers. Fernando Pedroza stated that Lynwood is a divided city and that there is a need for the City to unite, "The City is never going to move forward until we all mature and stop attacking and sending atomic bombs." Mayor Byrd stated small minds talk about people and great minds give ideas. TEAM-TOGETHER EVERYONE ACHIEVES MORE. CONSENT CALENDAR All matters listed under the Consent Calendar will be acted upon by one motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Council or staff request specific items to be removed from the Consent Calendar for separate action. Councilman Johnson pulled item #12 -DISPOSITION OF UNCLAIMED FUNDS It was moved by Councilman Johnson, seconded by Mayor Pro-Tem Pedroza to approve the following resolutions. Item #7 APPROVAL OF WARRANT REGISTER RESOLUTION NO. 2007.045 ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS THEREFORE. City Clerk Hooper read a letter in support by Mark Kudler for Shawn Powell-Furillo to remain Sports Ambassador. After discussion, it was moved by Mayor Byrd, seconded by Mayor Pro-Tem Pedroza to approve option (3) Direct staff to negotiate atwo-three year agreement with the current Recreation. Consultant and authorize the mayor to execute a contract approved to form by the City Attorney. Councilmember Santillan moved to accept staff's recommendation and Mayor Byrd seconded the motion.
