The regular meeting of the City Council was called to order by Mayor Merritt at 7:30 P. M., followed by invocation given by Elder 2. A. L. Nunamaker of the ReOrganized Church of Jesus Christ, 9548 E. Broadway, Temple City. Mayor Merritt then led the Pledge of 3. Allegiance to the Flag. 4, ROLL CALL: PRESENT: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford and City Manager Woollett. 5. APPROVAL OF MINUTES: Regular meeting of September 28, 1964. The City Manager made the following corrections to the minutes of the regular meeting of Sept. 28, 1964: page 2 item 12 last line should read "to bid so we will have the final exact ", page 3 first line should read "cost figure at the time the assessment hearing is held ", page 4 second paragraph of item c should read October 13, 1964, at 7 :00 P. M. ", page 5 paragraph 3 last sentence should read are presently working on the plans and specifications for the improvements at Live Oak Park and ". Councilman Dickason moved to approve the minutes of the Regular Meeting of the City Council as corrected, Councilman Nunamaker seconded, roll call vote to carry as follows: - AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None UNFINISHED BUSINESS: 6. PRESENTATION OF CERTIFICATE TO FORMER TRAFFIC COMMISSIONER: John Benedict. As Mr. Benedict was not present no action was taken. PUBLIC HEARING: 7 :30 P. M; ASSESSMENT HEARING CURB & GUTTER: 9144 Broadway - - -- $360. for 150 ft. frontage 5428 Loma Ave. $168. for 70 ft. Frontage 9019 Rancho Real Rd. -- $165.60 for 69 ft. frontage Asst. City Manager Koski presented the above proposed assessments for approval. Councilman Nunamaker moved to open the public hearin: seconded by Councilman Dickason and carried. The report on the above installations was given by Asst. City Manager Koski. The Mayor asked if anyone wished to speak for or against each individual proposed assessment. No one came forward to speak. Councilman Nunamaker moved to close the public hearing, Councilman Harker se- conded, and carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None Councilman Harker moved to confirm the assessments on the listed properties and the amounts as listed, Councilman Dickason seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None. At.this time Mrs, Lou Clarkson, Chairman of the Sister City Committe came forward and read a letter from Magdalena, Sonora, Mexico, regarding the Fiesta Nov. 20 and 21, and reported on the interest being shown in the community for the program as well as attendance at the Fiesta by a representative group from the City. 7. ORDINANCE NO. 64 -141: Introduction. City Manager Wooliett read title to Ordinance No. 64 -141 AN ORDI- NANCE OF THE CITY OF TEMPLE CITY ADDING SUBSECTION 3 AND AMENDING SUBSECTION 2 OF SECTION 9000.603 OF THE TEMPLE CITY MUNICIPAL CODE. Councilman Tyrell moved to waive further reading, Councilman Nuna- maker seconded, roll call vote to carry as follows: 663 Council Minutes, October 12, 1964, Page 2 AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 8. ORDINANCE NO. 64 -137: 2nd reading Asst. City Manager Koski read title to Ordinance No. 64 -137 AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING THE TEMPLE CITY MUNICIPAL CODE TO PROVIDE REQUIREMENTS FOR THE CONSTRUCTION AND INSTALLATION OF SIDEWALKS, CURBS, GUTTERS, DRIVEWAYS, PARKWAY TREES, AND DEDICATION OF RIGHT OF WAY IN CONJUNCTION WITH BUILD- ING CONSTRUCTION. He presented Mr. Archer of the Pacific Tele- phone Co. who requested clarification of subsection (c) under Section 3926. The City Attorney answered Mr. Archer's questions: Councilman Tyrell moved to waive further reading of Ordinance No. 64 -137, Councilman Harker seconded, carried by the follow- ing called vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None Councilman Tyrell moved to adopt Ordinance No. 64 -137, Council - man Nunamaker seconded, roll call vote to carry as follows: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 9. Amendment of Resolution No. 64 -401: Ordering Engineer to make & deliver a diagram for acquisition of properties within Parking District #2. City Manager Woollett stated the attorneys, O'Melveny & Myers, advised this resolution should be changed so the title and the first line of Section 1 will read "Assessment Engineer" instead of City Engineer, and also by minute order to appoint the City Manager as Supt. of Streets for this proceeding. Councilman Tyrell so moved, Councilman Dickason seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 10. REPORT ON PROPOSED PARKING DISTRICTS #3 and #4. Mrs. Beatrice Saunders, 5842 N. Camellia, on behalf of the Busi- ness & Industrial Committee of the Chamber of Commerce presented the petitions for Council consideration as follows: a. Parking District #3 with signatures representing 61.13% and which will give 24 additional parking spaces at an estimated cost of $2860, per space b. Parking District #4 with signatures representing 73.2% and which will give 22 additional parking spaces at an estimated cost of $2300. per space. Councilman Dickason moved to receive and to direct the City Clerk to ascertain the validity of the signatures and report back at the next Council meeting, Councilman Nunamaker seconded, roll call vote to carry as follows: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 11. SET PUBLIC HEARINGS: CURB & GUTTER a, south side Olive St. 9400 block Alessandro to Buttons b. north side Wedgewood Ave. 8800 -8900 block between Rosemead and the Wash Councilman Tyrell moved to set a public hearing for curb & gutter on the above locations for 7:30 P. M. on October 26, 1964, Coun- cilman Harker seconded, carried by the following called vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 12. REQUEST FOR CHARITABLE SOLICITATION: City Manager Woollett presented a request from Boy Scout Troop #169 to conduct a light bulb sale from October 13 to November 16 Councilman Tyrell moved to grant, Councilman Nunamaker seconded, roll call vote to carry as follows: 664 Council Minutes, October 12, 1964, page 3 AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 13. TRAFFIC COMMISSION RECOMMENDATIONS: Traffic Engineer Envall presented the following Traffic Commissi- on recommendations: Item 5. Re- location of snorkel box on east side of Reno to north side of Las Tunas Dr. Item 7. Installation of 200 ft. of "NO STOPPING AT ANY TIME" on the west side of Rosemead Blvd. from Pentland northerly, and additional 50 ft. red curb marking on west side of Rosemead southerly of Pentland. Item 10. Oak Ave. at Lemon: a. change existing white crosswalk to yellow school cross walk with advance pavement markings "Slow School Xing" b. add additional yellow "School Xings" across Lemon Ave. at east and west lines of Oak Ave. with word "STOP" in advance c. place 100 ft, of double yellow center line on Oak Ave. at north and south approaches to Lemon Ave. at east approach at Oak Ave. -- Item 11. Longden & Golden West - Crosswalks. Place white cross walks onGolden West at south line of Lorgden and across Longden at east and west lines of Golden West with word "STOP" in advance Item 14a. Remove 1 parking stall and add 20 ft. red curb marking west side of Cloverly south of Lower Azusa Item 14b. Place 15 ft. red curb east side of Hart and 23 ft. west side of Hart just north of Las Tunas Dr. Item 14c. Install stop signs on Oak Ave. with appropriate stop and stop bar pavement markings at north and south lines of Woodruff. Traffic Engineer Envall explained in full the reasons for these recommendations. Following discussion Councilman Nunamaker moved to approve the recommendations of the Traffic Commission as list- ed above, Councilman Dickason seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 14. RESOLUTION NO. 64 -409: Warrants & Demands City Manager Woollett presented Resolution No. 64 -L :09 for Council consideration. Councilman Nunamaker moved to adopt Resolution No. 64 -409 Warrants & Demands No. 5609 through #5679 in the sum of $25,770.20, Councilman Dickason seconded, carried by the fol- lowing roll call vote: AYES: Councilmen-Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 15. CORRESPONDENCE: City Manager Woollett presented letters from the Los Angeles County Boundary Commission regarding proposed annexation #27- City of Rosemead, and proposed annexation #70 -City of So. El Monte. Councilman Tyrell moved to receive and file, Councilman Harker seconded and carried. 16. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward to speak at this time. 17. MATTERS FROM CITY OFFICIALS: Councilman Dickason reminded the Councilmen to attend the League meetings being held in Los Angeles and that he had attended and the programs were very good. City Manager Woollett presented another proposed annexation from the Los Angeles County Boundary Commission #68, City of So. El Monte, Councilman Tyrell moved to receive and file, Councilman Dickason seconded, and carried. City Manager Woollett referred to the City Hall dedication on October 25, and requested Council permission to string banner 665 1 1 Council Minutes, October 12, 1964, page 4 across Las Tunas Dr. for this purpose, the City insurance to cover the liability. Councilman Nunamaker moved to approve, Councilman Dickason seconded and carried. City Manager Woollett advised that the open house would begin at approximately 1 P. M. and end around 5 :15 P. M., with the concert to begin about 3:30 P. M., and the dedication ceremonies at 4 or 4 :15. Final draft of the program will be completed with- in a few days. City Manager Woollett referred to the report concerning inspec- tions made on trees existing on Camellia Ave. and that the re- port indicates 7 should be removed this year as hazardous and diseased, with 4 removed next year and 5 the following year. There is money in the budget for this purpose and he requested authorization from the Council to remove the 7 recommended. Following discussion Councilman Nunamaker moved to approve and authorize the removal of 7 trees, Councilman Dickason second ed and carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None Councilman Dickason asked the City Manager regarding the develop ment on south Olive between Olive and Blackley re the size of the lots and the size of the open space. City Manager Woollett will check the subdivision plans and verify size and open space. City Attorney Shatford advised on Parking District #1 the build- ing located on the former Young property occupied by the Stake Office of the REORGANIZED CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS, and for which he had drawn up a lease whereby the church will pay a rental to the City of $150. per month instead of $75. and which provides for a 90 day notice from the City when wanted, and which the Bishop of the church agreed to. He requested a minute order that the property be leased to said church for $150. per month with the 90 day written notice clause. Councilman Harker moved to enter into a lease agreement with the church to rent for $150. with 90 day notice clause and to instruct the Mayor and City Clerk to sign the lease, Councilman Tyrell seconded, and carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 13. ADJOURNMENT: Councilman Tyrell moved to adjourn, seconded and carried. Coun- cil adjourned at 3:30 P.
