1. Ernie Phillips II - Probationary Period — recommendation for full time
status
a) Paul Wilson recommended Ernie Phillips II upon completion of
his 90 probation period, full time employee status,
(1) Motion by Sue Murray, second by Thom Morris to accept
this recommendation.
2. New Hire Recommendation
a) Paul Wilson presented recommendation to hire Jeffrey Young
for the position of truck driver /laborer effective February 26, 2007.
Motion by Thom Morris, second by Sue Murray to accept this
recommendation, unanimous approval.
B. Fire Personnel Promotions
1. John Burgess, Jeff Elkins and John Shafer
a) Chief Bill Newgent presented the following recommendations,
effective February 13, 2007:
(1) Firefighter John Burgess to Shift Lieutenant Shift 1.
(2) Lt. Jeff Elkins to Shift Captain
(3) Firefighter John Shafer to Lieutenant Shift 3
(a) Motion by Thom Morris to accept these
recommendations, second by Sue Murray, unanimous

approval.
Pat Carrico, Roy Bumgardner and Paul Hinton
a) Chief Bill Newgent presented the following recommendations,
effective March 3, 2007:
(1) Captain Pat Carrico to Firefighter Engineer
(2) Lieutenant Roy Bumgardner to Firefighter Engineer
(3) Firefighter Paul Hinton to Firefighter Engineer.
(a) Motion by Thom Morris to approve this
recommendation, second by Sue Murray, unanimous
approval.
C. Request for Sewer Waiver— Hongyao Zhang- Property Owner at 11 W.
Franklin
1. Property owners present requesting waiver of sewage lien. .
Discussion. Suggested that in future we send copies of all
correspondence to property owners as well as tenants.
2. Thom Morris shared he feels we can not write off bad debts
consistently. It was suggested that we could work out a payment plan with
property owners as opposed to placing the lien.
