I'd like to initiate a small change in our agendas; distinguishing between items that require action and items that do not. A lot of items require action Wednesday night. Ordinances 226-228 disconnect three parcels adjacent to Kings Crossing Road. The parcels are part of 18 different land swaps that took place earlier this year between the town of Winter Park, the Dimmitt Land Trust, Maryvale, and Fraser. The swaps did two things: they allowed the straightening of Kings Crossing Road and they establish the north edge of Kings Crossing Road as the new boundary between Fraser and Winter Park. If you disconnect these parcels, it is Winter Park's intent to annex them into their corporate limits on January 7th. Likewise, on November 19th, Winter Park disconnected two parcels that will be considered for annexation into Fraser on January 8th, 1997. As additional background information, the signed annexation/disconnection agreement between Winter Park and Fraser is included. Statutorily, the town needs to adopt its budget prior to December 15th. Because of this, the enacting budget resolutions are in the "Action Items" section of the agenda. Because the hard drive crash saved only the budget that Tim Day were using in a budget/audit reconciliation, we used this budget to consider grants. This change in format may have left people confused and as the "new" budget had some formula kinks and incorrect numbers, I have enclosed two budgets for you to consider next week. One is presented in the original fonnat and one is in the fonnat presented at the grant's discussion. All the nwnbers reconcile with the audit and end with the same fund balance. Attached to the budgets is a cover memo that identifiesline-by-line the differences from what was originally given to you on October 14th and November 20th. It doesn't make any difference which you adopt, except that your preference may change the enacting resolution.. If you feel uncomfortable about the changing formats and numbers, we can remove these from the Action Items and set a special meeting for December 11 th to adopt the budget. In any case, lets start Wednesday at 6:00 p.m. with a workshop on the budget and you can decide which direction you want to head. ýÿ J . . . The "discussion items" section of the. agenda includes two items that staff would like to bring back as an action item on December 18th: the proposed air quality ordinance and the three mile annexation plan. On December t 7th, the County Commissioners will be considering the Young Life Special Use Permit, you need to decide if you want to comment to the Commissioners on the proposal. Under staffs choice, I'd like additional direction on the planned Maryvale workshop as we have no free Wednesdays in December. Maryvale's Metro District is going to require us to put together a team to evaluate the District. (legal, financial, etc.) I have someone I'd like us to use (Lorraine Hayes) to evaluate the financial components of the District and if we're keeping this option on the table, we need to initiate this evaluation as soon as possible. Ifwe don't move forward on the Metro District consideration I'd still like to engage Ms. Hayes to provide us some counter-options to consider presenting to MLLC. See you Wednesday at 6:00. Yes Kit, supper will be served. . . ~ TOWN OF FRASER "Icebox of the Nation" P.O. Box 120 I 153 Fraser Avenue Fraser, Colorado 80442 (970) 726-5491 FAX Line: (970) 726-5518 MEMORANDUM To: Mayor Jeff J~st~9d the Fraser Trustees From: Chuck Reid ~JJJ Date: December I, 6 Subject: Two budgets: a line-by-line comparison Due to the hard-drive crash you got a working copy of a differently formatted budget on the night that you considered grant requests. Tim Day and I were working-on this budget in an effort to reconcile the budget and the annual audit and as our conversation progressed, we began to move accounting units around to better reflect an actual accountinglbudgeting document. Unfortunately, when it was given to you the newly formatted budget had formula errors and incorrect numbers in a few places. These have now been corrected. As we have to adopt the budget prior to December 15th, you need to feel comfortable with the proposed budget -- both in its substance and in its form. To this end, I have prepared two budgets for you to consider: one in the original format that was handed-out on October 14th and one that is in a new format, a working copy of which was handed-out on November 20th. I have also prepared a memo that identifies any changes from what was originally handed-out to that which I am proposing you adopt. Most of the changes relate to the budget's fonn -- or its presentation but there have been a few changes in dollar amounts since the original budget was distributed. The only new numbers in the latest versions that have not yet been talked about are your 1997 grant allocations. In no order, here are the substantial changes that are not mentioned in the line-by-Iine details: . The new format identifies only four funds: general, water, conservation trust, and developer trust. This was done as this is how the audit "sees" the town's finances. . Because of this, the new fonnat rearranges accounting units. . Also because of this, school fees and developer trust revenues are no longer shown as general fund revenues or transfers. . When one number in an accounting unit has been identified as different (from the original distribution) I have not pointed-out that the corresponding subtotal, total, etc. also changes. . Many of the original 1995 actuals (from the budget distributed on 10/14) have been changed to reconcile with the audit. These changes are not identified in this memo. The line-by-Iine details are presented in the order you would come-to if you were looking at both budgets simultaneously. Please call if you have questions. ýÿ Line 481 & 486 and Page 13 As the Board is attempting to make the Water Fund Total Revenues & Water Fund self-sufficient and, as such, an Expenditures Enterprise Fund, revenues must equal expenditures - with surpluses and deficits moving to and from the Water Capital Reserve Fund to the Water Fund. The revenues and expenditures did not equal in either the original Line 394 and Page 11 or new budget. They do now as the water . "Fund Bal. from Reserve" capital reserve fund is increasing its subsidy to the water fund by $4972. Page 13 Water Fund Capital Reserve $13,000 has been added to pay installation Meter Program costs for a minimum of 100 meters. 501 The 81. Louis Creek Headgate construction is double accounted here and in the Capital Improvement Reserve Fund. Because this fund can't absorb this expense, its charged to the eIRF. . Page 16 The Capital Improvement Reserve Fund changes include costing-out the expenses of constructing the US 40 path over two years (94 & 95), moving wellfield improvements to the Water Capital Reserve Fund and the $500 earnest money for the Fraser Mustang to the Lease/Purchase accounting unit and $4000 to the general fund capital improvements for streetlights. . , ýÿ Page 5: Visitors Center The $1500 budgeted for 1996 has Legal Fees been shifted to proposed 1997 as the 501-c-3 will not be formed this year. Line 296 The general fund capital improvements was left out in this summary section. This $10,033 omission, along with the formula error above (+$10,048) resulted in an ending fund balance that was $15 off. $165,828 is your 1994 year-end general fund balance. Line 43 & Page 9 Water Fund The ending fund balance did not include The water fund's 1995 actual fund balance Transfer from the General Fund the charges for wellfield improvements should be $7278, not -$43,722. The costs . or St. Louis headgate operation and for the construction of the St. Louis maintenance costs. Anyway, that is a headgate had been accounted here - a cost long story to really explain that the that this fund obviously can't absorb general fund needs to subsidize the water (its charged to Capital Improvement fund $30,000 more than was in the Reserves). Anyway, that is.a long story original or new budget, making the to really explain that the general fund needs proposed transfer $150,000. We were to subsidize the water fund $30,000 more weaning too soon. than was in the original or new budget, making the proposed transfer $150,000. We were weaning too soon. Line 80 The $15,015 total enhancements was incorrect as the formula doubled . counted the Town Board's expenditures.
