Date: August 13, 2020 Location: Village Hall (Zoom Meeting)
CALL TO ORDER, ROLL CALL, PLEDGE
Chairman Bortel called the meeting to order at 7:00 p.m. Roll call was taken: Commissioners Lucas,
Barvian, Schmidt, Olsen, Derrick, Hendricksen, Hagen, Rapp, and Chairman Bortel were present.
Also, in attendance: Jonathan Proulx, Director of Planning; and Jessica Gal, Associate Planner.
Chairman Bortel led the pledge to the flag.
APPROVAL OF MINUTES
Commissioner Hendricksen made a motion approve the to the Historic Preservation Commission minutes
dated May 14, 2020 as amended. Seconded by Commissioner Olsen. Voice Vote. All in favor. 0
opposed. Motion carried 9-0.
CHAIR’S COMMENTS
Chairman Bortel reminded the commission of the Farnsworth House tour on the September 19 th and to
file their Statement of Economic Interests.

1845-062819.HPC 15017 S. Bartlett Avenue Caryn Burke
Ms. Gal stated the applicant is requesting landmark designation for the residence located at 15017 S.
Bartlett Avenue. The Village’s 2006 survey of the urban core recommends the residence for local
landmark status as well as being a contributing structure to the East Side Historic District. The home was
originally constructed circa 1889 and was the first residence built within Hall’s Subdivision and served as
the final residence for Wallace Peter and Carrie Hall. They would reside in the home for 11 years before
their respective passing’s in 1900.
Ms. Gal reviewed the staff report dated August 11, 2020. Ms. Gal concluded based on the information
available prior to the public hearing and discussion by the HPC, staff believes the subject property
qualifies for landmark designation.
Ms. Gal stated no Public Comments received via email.
Chairman Bortel asked Ms. Burke if there was anything she would like to add. Ms. Burke stated no.
Chairman Bortel stated that ArchiSearch classified the Vernacular Building Type as a T-Plan but the
home is a Cross Plan. Chairman Bortel indicated that Commissioner Derrick suggested adding to the
nomination the Sanborn Fire Insurance 1893 map, since the house is on the map. Chairman Bortel asked
staff if the commission received the architectural changes to the nomination that were submitted today by

Commissioner Schmidt. Ms. Gal stated the packet was not updated but all changes will be part of the
Village Board packet.
Chairman Bortel indicated that the State Historic Preservation Office does not require all the early history
of Plainfield. Ms. Gal indicated that nominations have a lot of background history on the Village of
Plainfield that does not relate to the nomination. Chairman Bortel asked the commission if the history
that does not pertain to the property being nominated can be removed for future nominations.
Commissioner Hendricksen stated not to change the current nomination but moving forward to remove
the information that does not relate to the nomination. Commissioner Schmidt asked if removing the
history will delay any process with the State. Chairman Bortel stated nominations are local and the State
does not review them, but all Landmark Ordinances are recorded with the Recorder of Deeds.
Commissioner Olsen stated that having the early history of the Village for educational purposes for the
applicants is good. Chairman Bortel suggested having the nominations focus on the house and having an
additional handout for the applicant on the history of Plainfield. Commissioner Derrick stated since the
these are local landmarks the HPC can change the nomination however they see fit. Commissioner
Derrick stated that the information in the nomination should directly relate to the building. Commissioner
Schmidt suggested streamlining the nomination so whoever eventually takes over the nominations in the
future can continue with it.
Commissioner Lucas made a motion to recommend approval of the landmark designation for the property
known as the Wallace Peter Hall House, located at 15017 S. Bartlett Avenue, based on the criteria
outlined in the staff report and landmark nomination form as amended.
Seconded by Commissioner Hendricksen. Vote by roll call: Lucas, yes; Barvian, yes; Schmidt, yes;
Olsen, yes; Derrick, yes; Hendericksen, yes; Hagen, yes; Rapp, yes; Bortel, yes. Motion carried 9-0
DISCUSSION
Chairman Bortel reminded the commissioners of the August 24th Village Board will include the Historic
Preservation Month presentation.
Chairman Bortel thanked the Public Works department for the new post and handicapped sign that was
stolen at the Train Depot.
ADJOURN
Commissioner Barvian made a motion to adjourn. Commissioner Hendricksen seconded the motion.
Voice vote. All in favor; 0 opposed. Motion carried 9-0.
