AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter 1, Subtitle B, Title B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain ordinary
and/or necessary maintenance and operating and certain ordinary and/or necessary
capital expenditures, said sum being subject to all laws governing the same.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City. June 7, 1982
at the hour '
Councilman Mills presided with the following members present:

The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of May 19 and May 26
Said notices stated that a public hearing would be held on the 7th day of
Tune, 1982 , by the Common Council to consider additional appropriations
as provided for in Ordinance No.14-1982 , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman Elstro moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman Welch , and on voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 14-1982
Councilman Elstro moved to cut out $3,000 from Engineering for a copy machine,
seconded by Councilman Williams and on a call of the roll the following was recorded:
Ayes: Elstro, Williams, Hankinson, Carter, Paust. Noes: Henry, Welch, Parker, Mills.
The vote being five (5) ayes and four (4) nays.

final passage or rejection and on a call of the roll the followingarecorded:

RE: Used Copy Machine: Ordinance 14-82
Dear Mr. Mills, Members of Common Council & �,Irs. Trimble:
The city now has two (2) cony machines that were purchased
new about two (2) years ago. One (1) machine is located in
the Police Department and one (1) i.n the Controller's Office.
Due to the nature of. Police work (?4 hours a day seven (7)
days a week) no effort was made to study its operation.
A study of the machine in the Controller's Office was made
for the months of February, ^larch and April with these
results:
1. Copies made

2. Trips made

2nd floor 161
As can be seen from the ahove, the third floor makes 710 of
the copies and 70% of the trips to the machine.
An economic analysis of the labor cost of persons on the third
floor to use the machine on the second floor results in a
-early cost of $630 per year. This number is based on a
secretary taking two minutes with an overhead rate of 100%.
It does not consider lost time when the machine is being used
by others or the higher labor rates of others.

Important factors that are not amenable to economic analysis
are these:
1. Companies that come to Richmond to look for new
industrial sites will often stop first at the
Engineer's Office or the Plan Department.
These people will often ask for information on
potential site locations that requires repro-
duction of data on file in the Engineer's Office
or Plan Deparrtme nt. t%,(, feel that prompt service
makes for good P-R.
2. The Encl;i.neer's uffic,e has 100 maps that cost
the city not less than $1,000 each to draw.
Removing these maps from the office will
shorten the expected life because of the
added wear.
