WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51,40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for thc- expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and/or necessary maintenance and operating and certain ordinary and/or necessary capital expenditures, said sum being subject to all laws governing the same. MILLS PHONE 317-966-0256 June 4, 1982 Dear Common Council Member: On behalf of the Board of Directors of the Art Association of Richmond, I request your consideration and cooperation in pro- viding Federal Revenue Sharing Funds to be used for general operating fund purposes. Since 1904, the City of Richmond has helped to support the Art Association with the exception of the depression years, when the Art Association withdrew from council funds, and 1974, when $5000 in Federal Revenue Sharing Funds was used to replace City funds. Today, we again request $5000 Federal Revenue Sharing Funds. This amount is slightly less than one-fourth of our modest yearly budget, as you can see by the attached 1982-83 proposed budget. Richmond is unique in its position of being the first city in the entire nation to have a civic gallery associated with a high school. The Art Association ranks second in years of service in Indiana and for 84 years has provided free exhibits to the public, encouraging students and the public to enjoy and learn from the rich heritage preserved by the permanent collection and the value of art in today's world available through traveling exhi- bitions and competitions. As prices rise and money becomes less available, the Art Association wishes to continue its original purpose of providing high quality free exhibits for over 10,000 people a year. To do this, we need your help. As postage rates, insurance costs and other expenses rise, providing quality exhibits becomes a more difficult task. MILLS PHONE 317-966-0256 April 26, 1982 Dear City Council Members: The Art Association of Richmond would like to submit the following proposal in the amount of $5000, to be considered for Federal Revenue Sharing funds. According to Article II of the By -Laws, "The purpose of the Art Association of Richmond is to promote art culture and to encourage the appreciation of art among citizens throughout the community and especially among, young people in schools by providing free exhibits of all media of art in the galleries of McGuire Memorial Hall. In addition to exhibits, the Association will offer educational talks, films, lectures, demonstrations and workshops as may be appropriate, encouraging in all ways students and area citizens interest in creative arts, and will collect, exhibit, interpret and maintain a permanent collection of American and foreign art works." Since its inception in 1898, the Art Association has provided free programs and exhibits, encouraging young and old from all walks of life to visit the galleries. The Permanent Collection serves to remind us of our wonderful art heritage, while current exhibits display specific areas in art today. The galleries are always open to the high school students and for community functions held at McGuire Memorial Hall. In 1976 the Art Association began an $80,000 fund drive to establish a Permanent Endowment Fund to help offset the rising costs of opera- tion expenses. Upon completion of this drive in 1980, the fund surpassed the original goal. During the 1981-82 season, the Art Association approved the use of $4000 Endowment Fund interest in- come to be used for budgetary purposes. The primary reason for this use was the raising of personnel salaries to make them more competitive in order to maintain a competent and professional staff. The Endowment Fund interest will again be used for this purpose in 1982-8). The Revenue Sharing funds requested are needed to offset the ever increasing expense of general operational costs, including news- letters and mailing expense to inform the public, and matching grants obtained for the purpose of providing quality exhibits. This exhibit is open to all children and provides them an opportunity to learn by observing and doing. Each year this exhibit is held, four groups of 50 children each tour the galleries daily. Tour schedules are full within two weeks of the first announcement and the average attendance for this one month exhibit is 2500 children. Other exhibits will highlight current and past artists whose work directly affects the art of our region, as well as trends in art. The High School Student Exhibit in May allows students to show the community the work they have been producing. The Art Association has applied for a grant from the Indiana Arts Commission which, if granted, will provide for the training and pay for a part-time gallery assistant who will be in charge of our permanent collection, its care and basic preservation. It will provide funds to cover the cost of lectures to eliminate the need for admission charges and will help defray the expenses of the children's exhibit. In order to better facilitate our service to the community, the Board of Directors has voted to expand our reason -through the month of June, allowing us to reach a summer audience and people who are unable to visit the galleries in January due to extreme weather. During January, the galleries will be closed to the public and the month will be used for facility upkeep and exhibit preparation. We feel this change is beneficial to all and are pleased that it will allow the Association to participate in the Richmond Rose Festival week to a greater extent. We are confident this is the first step toward year-round service to the community. The Art Association is extremely grateful to the City of Richmond for support it has received since-1910. The innovative move of supporting a museum is one which many other cities have followed. Attached is the 1982-83 proposed budget for the Art Association. We trust the Richmond City Council will look favorably upon this request for $5000 through which the Association can continue to provide free exhibits and strengthen programming for the Richmond Community.
