HomeMy Public PortalAbout017-1982 - Appropriation - Energy ProgramORDINANCE NO. 17-1982 AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.40 of Part 51, Chapter 1, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and/or necessary maintenance and operating and certain ordinary and/or necessary capital expenditures, said sum being subject to all laws governing the same. These funds are to be appropriated for the following: 300000 Other Services and Charges - Energy Program SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Chambers in the Municipal Building of said City_June 7, 1982 at the hour of 7:30 p.m Councilman_ Mills presided with the following members present: Messrs. Elstro Williams , Henry Hankinson , Welch Parker Carter Paust , Absent: None The following business was had, to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates ofMay 19 and May 26 Said notices stated that a public hearing would be held on the 7th day of June. 1982 , by the Common Council to consider additional appropriations as provided for in Ordinance No. 17-1982 , within the City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Elstro moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Welch , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 17-1982 President Mills announced Ordinance No. 17-1982 is on public hearing. After hearing all persons present, Ordinance No.17-1982 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Elstro , Williams Henry Hankinson Welch , Parker , Paust _ Noes: Carter , Mills Absent: None , The vote being 7 to 2 in favor of passage of Ordinance No. •982 (OTHER BUSINESS HAD) There being no further business on motion duly made, seconded and passed, the meeting was adjourned.
