HomeMy Public PortalAbout2015-12-081 REGULAR COUNCIL MEETING, DECEMBER 8, 2015 CALL TO ORDER The Regular Council Meeting of December 8, 2015, was convened at 6:04 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Henry, Mihalevich, Prather, Schreiber, Scrivner, and Ward Absent: Hussey A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Costales, seconded by Councilman Graham, to adopt the agenda as presented. The motion was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin announced that the recipient of the 2015 Kevin Meinhardt Memorial Award for Distinguished Public Service is Ms. Marti Thruston. Following a presentation by Human Resources Director Gail Strope who provided background information on the establishment of the award in memory of Mr. Meinhardt, as well as Ms. Thruston’s extensive service to the community for which she is being honored, Mayor Tergin and Mrs. Kevin Meinhardt (Cindy), presented the award. Mrs. Meinhardt stated that today was also Kevin’s birthday. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Parks and Recreation Director Bill Lockwood gave a brief status report on the University / Community Wellness & Recreation Center. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF The following upcoming Council Committee Meetings were announced: a. Administration – Wed. Jan. 6 at 8:00 A.M. b. Finance – Thur. Jan. 14 at 7:30 A.M. c. Public Safety – Thur. Dec. 31 at 7:30 A.M. 3 REGULAR COUNCIL MEETING, DECEMBER 8, 2015 d. Public Works & Planning – Thur. Dec. 17 at 7:30 A.M. Councilmen Prather and Scrivner announced that the dates for the Finance and Public Works & Planning Committee meetings are both the result of rescheduling meetings around the holidays. Mayor Tergin announced the following events in which she had participated, or are upcoming in the near future, as well as other items of interest to the public: 1. Ms. Cynthia Quetsch has been named as the new Director of the Housing Authority, and stated she looks forward to working with Ms. Quetsch on many issues which involve both the City and the Housing Authority. 2. The filing period for election to City Council will begin at 8:00 a.m. on Tuesday, December 15, and run through 5:00 p.m. on Tuesday, January 19. 3. A new Snapchat Geo Filter has been created for the City and a “Launch Party” will be held on Thursday, December 17 at 1203 Missouri Boulevard. 4. The Mayor’s Christmas Tree Lighting occurred on Thursday, December 3, Living Windows on Friday, December 4, and the annual Christmas Parade on Saturday, December 5. Mayor Tergin thanked City staff whose efforts contributed to the success of all three of these events. 5. A presentation will be made at the December 21 City Council meeting on the issue of riverfront access. 6. City Administrator Crowell showed the Council the plaque which had just been received for the Distinguished Budget Award, and thanked staff who worked hard to receive the award. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student / City Council liaison Jonathan Jackson announced Lincoln’s finals week will occur December 14-18, and after that, students will return to campus again after semester break is over in January, 2016. RESOLUTIONS Resolution RS2015-27 – Selection of a Solid Waste Provider and Service Scenario, sponsored by Councilman Scrivner A motion was made by Councilman Scrivner to adopt RS2015-27, seconded by Councilman Branch, and approved unanimously by the following roll -call vote: Aye: Branch, Costales, Graham, Henry, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Joe Kemp and Ms. Jessica Jobe made a presentation announcing a fund raiser sponsored by the Parents As Teachers program to collect and distribute diapers for families in need for the holidays. He distributed a flyer explaining the event a nd provided contact information for anyone wishing to donate to the program. Mayor Tergin announced an event called “Murph Cookie Drive” to collect and send cookies to the crew of the USS Michael Murphy. Real Estate [Sec. 610.021.(2)] A motion was made by Councilman Costales to go into Closed Session for the above stated reasons, seconded by Councilwoman Ward, and approved unanimously at 7:02 P.M.
