REGULAR COUNCIL MEETING, DECEMBER 21, 2015
CALL TO ORDER
The Regular Council Meeting of December 21, 2015, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales, Graham, Hussey, Mihalevich, Prather, Schreiber,
Scrivner, and Ward
Absent: Henry
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham, seconded by Councilman Costales, to
adopt the agenda as discussed in the “pre-meeting” with Mr. Bob Gilbert’s presentation
moved to “Miscellaneous Agenda Items.” The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin announced that Fire Captain Tim Young has been named the Outstanding
City Employee for December. Following a presentation by City Administrator Crowell
regarding Captain Young’s dedicated service to the City, he was presented with a token
of the City’s appreciation by Mr. Crowell, and a City Coin by Mayor Tergin, both of
whom thanked Captain Young for his outstanding service to the City.
Fire Chief Matt Schofield introduced the following Fire Department personnel who were
recently promoted or newly hired:
Assistant Chief – Matthew Bowden
Training Officer – Jerry Blomberg
Fire Captain – Joe Alonzo, Jake Holee, and Chris Muenks

Fire Driver – Ryan Back, Colt Doman, and Quentin Combs
Fire Fighter – Travis Milne, Jon Moe, James Noah, and Timothy Bullard
Mayor Tergin congratulated the personnel and wished them success in their careers
with the Jefferson City Fire Department.
Mr. Bob Gilbert made a presentation showing results of a recent study illustrating
proposed access to Adrian’s Island by a pedestrian -bicycle bridge over the railroad
tracks with funding from private donors. Following the presentation, he answered
questions. Others who also worked on this study were in the audience from the
Chamber of Commerce, the Convention & Visitors Bureau, and the Parks and
Recreation Foundation. Also answering questions and making comments were Mr. Jim
Crabtree and Mr. Randy Allen.
PUBLIC HEARINGS
The following public hearings were scheduled and held:
a. Rezoning 19.51 Acres of Land Addressed as 3519 Bennett Lane (Property
Located in the 2300 and 2600 Block of Christy Lane) and an Associat ed
Comprehensive Plan Amendment
A staff presentation was made by Planning and Protective Services Director Janice
McMillan. At the conclusion of the presentation, the following persons came forward to
speak on the issue:
In favor:
Mr. Paul Samson on behalf of the new owners of the property, F & F Development,
offered to answer any questions on the proposed development. No questions were
asked.
As no other persons came forward to speak on the issue, Mayor Tergin declared the
evidentiary portion of the public hearing concluded and stated the Council would now
take up the associated pending bill.

proposed development. No questions were asked.
As no other persons came forward to speak on the issue, Mayor Tergin declared the

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Parks and Recreation Director Bill Lockwood gave a brief status report on the University
/ Community Wellness & Recreation Center. He reported that local contractor Sir-Cal
was selected as the winning bidder for the project, and answered questions asked by
the Council Members.

Mayor Tergin announced the following events in which she had participated, or are
upcoming in the near future, as well as other items of interest to the public:
1. JCTV Public Access Channel is selling videos of the Christmas parade and
Capitol Caroling, and has back issues available. To place an order, contact
Gloria Enloe at JCTVAccess@gmail.com or call 573-681-5443.
2. Mayor Tergin judged entries in the City employee City Hall holiday decorating
contest which was also a fund raiser for the local United Way. She announced
the winners, and that employees had raised over $150 to donate to United Way.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student / City Council liaison Jonathan Jackson is on semester /
holiday break, but Mayor Tergin announced that the next LU home basketball game will
occur on Thursday, January 7, 2016.

A motion was made by Councilman Mihalevich for approval of the Consent Agenda as
presented, seconded by Councilman Prather, and approved unanimously.

Mr. Joe Wilson made a presentation in response to the presentation made earlier in

issues which he believed could be potential problems the project.
