AN ORDINANCE TO APPROPRIATE FROM THE LOCAL ROAD AND STREET FUND.
WiiEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate
more money for the various functions of the City Goverment than was
appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RIaMND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1982, the following amount of money is hereby
appropriated and set apart out of the find named and for the purposes specified.
Said sum being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
the Local Road and Street Fund the following specified amount to meet the
extraordinary emergency hereby declared to exist:

These funds are to be appropriated for the following:
Streets, Curbs, Alleys & Sidewalks (2330)
SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, met
Council Chambers in the Municipal Building of said City
at the hour of 7:30 p.m.. _

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of Sept. 22, 1982 and Sept. 29, 1982
Said notices stated that a public hearing would be held on the t day of
October, 1982 , by the Common Council to consider additional appropriations
as provided for in Ordinance No. 35-1982 , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman Welch moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman Parker , and on voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 35-1982
President Mills announced Ordinance No. 35-1982 is on pu lic hearing.
After hearing all persons present, Ordinance No. 35-1982 was placed on
final passage or rejection and on a call of the roll the following was recorded:
Ayes: Elstro Williams , Henry Hankinson
Welch , Parker , Carter Mills
Noes: 0 ,
Absent: Paust ,
The vote being 8 to 0 in favor of passage of Ordinance No. -1982

Notice is hereby given the taxpayers of the City of Richmond, 'Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on 4th day of

objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.
