A RESOLUTION: TO INITIATE ZONING ORDINANCE TEXT AMENDMENTS
TO ARTICLE 8 ALLOW GAS PUMPS AS BY-RIGHT USES
ACCESSORY TO A PRIMARY COMMERCIAL USE IN THE
PD-CC-SC DISTRICT AND AMENDMENTS TO ARTICLES 9
AND 18 USE STANDARDS AND DEFINITIONS
WHEREAS, the Planned Development-Commercial Center-Small Regional Center
(PD-CC-SC) District was added to the Leesburg Zoning Ordinance in 2019; and
WHEREAS, the District was added to the Ordinance in an effort to facilitate Council's
intent to incorporate properties in the Compass Creek area of the Leesburg Joint Land
Management Area; and
WHEREAS, there are properties in Compass Creek that are zoned PD-CC-SC with
proffers by Loudoun County; and
WHEREAS, these properties continue to be under discussion between the property
owners, Loudoun County and Town Council for incorporation into the Town; and
WHEREAS, the Town Council has directed staff to work with property owners in
Compass Creek to get consent for incorporation of these properties into the Town of Leesburg;
and •
WHEREAS, one of the property owners is interested in developing gas pumps with
their existing business; and
WHEREAS, in the interest of facilitating the incorporation of this property and
working with the owner on development objectives to allow gas pumps by-right uses subject
to appropriate use standards, amendment to the Zoning Ordinance could be appropriate given
that this zoning district has limited applicability in Leesburg and is only applicable to

properties that have been zoned PD-CC-SC by Loudoun County and which have been
incorporated into the Town of Leesburg.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. Amendments to the Zoning Ordinance are hereby initiated, and referred to the Planning
Commission to amend Article 8, the PD-CC-SC district to allow gas pumps as by-right uses
accessory to a primary retail store and Article 9, use standards, and any other Zoning Ordinance
provisions as deemed appropriate to address the intent of this initiation.
2. The Planning Commission shall hold a public hearing to consider these amendments to
the Zoning Ordinance, and report its recommendation to the Town Council pursuant the Section
15.2-2204 of the 1950 Code of Virginia, as amended.
