A RESOLUTION : SUPPLEMENTAL APPROPRIATION AND ENDORSEMENT
OF SPENDING PLAN FOR SECOND ROUND OF CARES
ACT OF 2020 FUNDING
WHEREAS, On May 12, 2020, the State Secretary of Finance announced allocations
of the $1.3 billion received by the Commonwealth of Virginia in from the Federal
Government's Coronavirus, Aid, Relief, and Economic Security (CARES) Act of 2020
funding; and
WHEREAS, The subsequent allocation by the Commonwealth to Counties and Cities
in Virginia resulted in the County of Loudoun receiving an additional $36,079,596 from the
Commonwealth; and
WHEREAS, On August 6, 2020, the Town received notice from the County of
Loudoun that a second allocation of CARES Act of 2020 funding totaling$4,797,036 would
be allocated the Town of Leesburg ; and
WHEREAS, At its work session on August 9, 2020, the Town Council discussed in
detail the potential acceptance of the second round of CARES Act of 2020 funding, and voted
the following night to accept the funding at their September 8, 2020 meeting and after the
Public Hearing required due to the potential increase to the budget in excess of 1%; and
WHEREAS, As a condition of receiving the funding as a subgrantee, the Town must
submit a spending plan for approval by the County upon the County's determination that the
Town's spending plan is in compliance with the CARES Act of 2020 conditions and terms;
and

WHEREAS, The CARES Act of 2020 funding is limited in permissible uses, and
generally restricted for costs that:
• are necessary expenditures incurred due to the public health emergency with respect to
the Coronavirus Disease 2019 (COVID-19);
• were not accounted for in the budget most recently approved as of March 27, 2020 (the
date of enactment of the CARES Act) for the State and/or local government; and
• were incurred between March 1, 2020, and December 30, 2020.; and
WHEREAS, Town staff has recommended a spending plan totaling$4,797,036 for the
second round of CARES Act of 2020 funding allocation; and
WHEREAS, in order to comply with Va. Code Section 15.2-2507, to the extent that it
is applicable, a public hearing of even date was conducted.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. the General Fund budget is hereby amended and a supplemental appropriation of
the second round of CARES Act of 2020 funding of$4,797,036 is made for fiscal
year beginning July 1, 2020 and ending June 30, 2021; and
2. the expenditures associated with the CARES Act of 2020 funding will not be
counted as General Fund expenditures in Fiscal Year 2021in the context of the
Town's Fiscal Policy requirement to maintain a General Fund unassigned fund
balance equivalent to 20% of the expenditures; and
3. the associated spending plan for the second round of CARES Act of 2020 funding
(as shown below) is hereby endorsed, and the Mayor, Town Manager, and Finance
Director are hereby authorized to submit the associated certification form to the
Loudoun County Board of Supervisors; and

2020 FUNDING
Local Non-Profit Fund a second round of grants to local non- $1,000,000
Grant profit organizations that support and assist
Town residents who have been impacted by
COVID-19, either medically or financially.
This would provide supplemental funding
on top of the funding already provided by
Loudoun County so that these
organizations can focus on providing
enhanced services for Town residents.
Consideration could also be given to non-
profits who have been impacted by COVID-
19, but do not directly provide COVID-19
relief.
Town Government This funding allotment will continue to
Response support the Town government for
reimbursement of costs to date and
anticipated through December 31, 2020 for
direct response to COVID-19.
Personal protective Expenses related to the purchase of masks, $40,000
equipment and hand sanitizers, gowns, face shields, and
other supplies other related protection equipment.
Enhanced and Costs related to the cleaning and $40,000
specialized cleaning disinfection of public buildings, including
and supplies Town custodial staff hours, increases to
Town janitorial contracts.
Technology and Costs associated with widespread $136,536
licensing to support deployment of teleworking equipment such
teleworking and as laptops, web cameras, phone upgrades,
remote conferencing remote meeting equipment, and associated
software licenses.
Staffing and Staffing for specialized COVID-19 related $417,500
personnel related tasks, testing, leave reimbursement,
costs automation of personnel action processes,
and external auditing services.

Facility Costs associated with modifications to $146,000
Modifications Town facilities to allow for appropriate
separation between customers and
employees, and to protect the public and
employees from disease transmission such
as the installation of hand sanitizing
stations, and restricting access to certain
areas of buildings.
Business Support Costs associated with business grant $40,000
administration, staffing to assist with
automation of business processes online,
and assist businesses with compliance of
Town business revenue deadlines.
Total for Town Government Response $820,036
4. the Town Manager and the Town Attorney are authorized and directed to take all
actions, and execute all documents, necessary and proper to effectuate this Resolution.
