JOURNAL OF THE 9TH MEETING OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT
APRIL-3OTH, 195^
The Trustees of the District met in the Board Room of the Federal
Land Bank,•5O6 Olive Street at 2:00 P.M. on April 30th, 195^. Trustees
present: Williara C. E. Becker, John M. Bogdanor, Joseph L. Doran, William
W. Martin, J. E. Williams, Jr. and George C. Willson. Also present: Mr.
John P. ^Caramon.
Mr. Harry F. Thomson entered the meeting and was sworn in as
Executive Director.
An Qrdinance was introduced by Trustees Becker, Bogdanor, Doran,
Martin, Williams and Willson to provide for the furnishing of surety bond
by the Executive Director, Director of Finance, and Secretary-Treasurer of
the District, prescribing the amoimts thereof, the chaxacter of surety, and
the method of approval^.^ts>^is Qrdinance was voted upon and was unanimously
passed. • Poll of the Boaxd showed: Becker, aye; Bogdanor, aye; Doran, aye;
Mairtin, aye; Williaras, aye; Willson, aye. Six ayes - no nays. Motion was
unaniraously passed.
• Mr. Thorason filed his bond in the sum of $50,000.00 with the
Araerican Surety Company as surety and said bond was approved by the Boaxd.
The Executive Director submitted a budget for the Fiscal Year be-
ginning July 1, 195^ and ending June 3O, 1955^ together with a draft of. an
appropriation ordinance attached thereto, (with an explanatory budget message
as required by Sec. 7'090).
The Executive Director reported on matters of sewer records in the
County and the City, and recommended that surveys be made to delineate the
boundaries of the several watersheds in the County. He also recommended that
in view of the fact that the District would be dealing largely with County
communities, the permanent office of the Board be located in Clayton.
At the suggestion of Mr. I>fertin, the Executive Director was
instructed to ascertain and report office space presently available for the
teraporary offices of the District.
The Executive Director was instructed to obtain frora Russell; and
Axon and Horner and Shifrin stateraents covering the preliminary work done by
them in the preparation of the budget, and to ascertain their availability
for future work for the District.
Dr. Brannon and Mr. McCammon were directed to obtain data on
assessed valuations from the tax officers of the railroads and public utility
companies covering the relationship of raarket valuations to assessed valuations
in the City and County, and to prepare prelirainary studies covering findings
of fact as to the use of real estate for future incorporation in the Tax
Ordinance.
There being no further business, the raeeting was duly adjourned at
11:00 P.M.
