The Trustees of the District raet in the Boaxd Roora at 506 Olive
Street at 2:00 P.M. on June l+th, 195*4-. Trustees present: George C
Willson, Chairraan, John M. Bogdanor, Vice Chairman, Jos. L. Doran, J. E.
Williams, Jr., W. W. Ifertin, Wm. C. E. Becker. Staff members present:
H. F. Thomson, Executive Director, John P. McCamraon, General Counsel, Dr.
Victor Brannon, Consultant, L. McKenna, Secretary-Treasurer. Others present
by invitation: Dr. Schumacher, Mayor of Bellefontaine Neighbors, Stuart
MacCready, Trustee, Ifexia Creek Sewer District, Mayor John Leslie of Vinita
Park and Mr. Wolff of Russell & Axon.
Mr. Willson presided.,
Mr. Thomson read a letter from the St. Louis Office of F.H.A.
inquiring about policies of the District toward construction of sewers in
new subdivisions.. He will draft a reply for approval by the Board.
Mr. Thorason read a letter from the Board of Public Service advis-
ing that Mr. E. B. Kettler, ovmer of six lots adjacent to Joyce Terrace
Subdivision, desired authority to connect to the sewer system in Joyce Terrace
which discharges into the River Des Peres System. Mr. McCammon will contact
the Board of Public Service regarding the situation.
Mr. Thomson read a letter from L. E. Ordelheide of the Missouri
Health Department to the F.H.A., dated June 2, 195*+^ reviewing the relations
of the lyfetropolitan Sewer District to subdivision projects. No action vras
talcen.
Mr. Willson stated that it might be desirable to invite a repre-
sentative of the Sewer Design Section of St. Louis to raeet vriLth the Board
after the proposed agreeraent had been conipleted for the City to handle
approval and inspection of sewer projects on behalf of the District.
Mr. McCaramon read a draft, dated May 28th, 195*+^ of "Procedure
for Applicants where Trunk-line Sewers axe not presently available", which
had special reference to escrow agreements. Mr. McCammon will revise the
draft to incorporate suggestions during the discussion.
At 3:00 P.M., Mr. John Leslie, Mayor of Vinita Park, joined the
meeting. In presenting a petition outlining the need for sewers in Vinita
Park, he stated that Vinita Park had voted a bond issue of $250,000.00 in |
19*+8 for sewer construction, but that the project had been held up due to
high connection charge for storm flow into the Des Peres System which was
proposed by the City of St. Louis. He vras advised to obtain an opinion from
Mr. Trauernicht regarding the status of selling bonds which might be issued
under this authorization.
In discussing private sewers, Mr. Bogdanor expressed his opinion
that public funds could not be spent for maintenance of sewers not dedicated
to public use. Other Trustees concurred in this view.

Dr. Schumacher, ^feyor of Bellefontaine Neighbors and Mr. Wolff,
representing Russell & Axon, joined.the meeting at 4:00 P.M. Mr. Wolff
discussed a project to serve Bellefontaine Neighbors No. 2 and a portion
of Riverview Heights, at an estimated cost of $*4-*4-8,000.00 including over-
head. It was proposed that this project was suitable for recommendation
as a sub-district, to be designated Maline Creek Sub-district No. 1, for
which an ordinance for authorization will be prepared when Mr. Wolff
submits the delineation of the area.
