LOUIS SEV7ER DISTRICT JUNE litth, 195^ The Trustees of the District met in the Board Room at 506 Olive Street at .2:00 P.M. on June l^th, 195^* Trustees present: George C. Willson^ Chairman^ John M. Bogdanor^ Vice Chairman; Jos. L. Doran, W. W. Martin, J. E. Williams, Jr., Wm. C. E. Becker. Staff members present: John P. McCannnon, CJeneral Counselor, Dr. Victor Brannon, Consultant, H. F. Thomson, Executive Director, L. McKenna, Secretary-Treasurer. Others present: Victor A. Ellman. Mr. Willson presided. Mr. Thomson reported that Mr. Horner had agreed to draft a memo- randum regarding the Flood Protection Report by the Corps of Engineers. This memorandum will be discussed with Mr. Russell before presentation to the Board. Mr. McCammon read the following ordinance, which was introduced by Trustees Doran, Williams, Martin, Becker, Willson, Bogdanor: AN ORDINANCE authorizing and directing the Executive Director to appi'ove, revise or reject plans, designs and specifications of all sanitary works proposed to be constructed, altered or reconstructed by any other person or corporation, private or public, in the District, providing the terms upon which approval may be granted, providing for the adoption of standards by the Executive Director, authorizing the Executive Director to niak^ field inspections and to require that the construction be done in accordance with the plans and specifications approved, and further authoriz- ing the Executive Director to delegate the power to approve, revise or reject plans, designs and specifications, and to make field inspections to the Health Departraent of St. Louis County and to the Plan and Design Section of the Board of Public Service of the City of St. Louis, with an emergency clause. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE MECROPOLITAN ST. LOUIS SEV/ER DISTRICT: Section One. The Executive Director is authorized and directed to approve, revise or reject plans, designs and specifications of all sanitary works proposed to be constructed, altered or reconstructed by any other person or corporation, private or public, in the District. Section Two. The Executive Director is authorized to grant the approval provided in Section One hereof as to any such works in that part of the District lying in St. Louis County upon certification by the Health Depart- ment of St. Louis County that such plans, designs and specifications meet the minimum standards fixed by the Division of Health of the Department of Welfare of the State of Missouri. The Executive Director is further authorized to S^a^nt such approval as to any such works lying in the City of St. Louis upon certification by the Plan and Design Section of the Board of Public Service of the City of St. Louis that such plans, designs and specifications meet the minimum requirements of the City of St. Louis. Section Three. The Executive Director shall, before any acceptance " iiO. of any such sanitary works, require that a field inspection thereof be made and that such field inspection shall show that such works have been installed and constructed in accordance with the plans, designs and specifications approved as hereinbefore provided. The Executive Director raay accept the certification of inspection of the Health Departraent of St. Louis County as to any construction in St. Louis County or the certi- fication of inspection of the Plan and Design Section of the Board of Public Service of the City of St. Louis as to any construction in the City of St. Louis that such installation and construction conrplies with the approved plans, designs and specifications. Section Four. The immediate construction of sanitary works be- ing necessary in order to protect the public health of the District con- stitutes an emergency within the meaning of the Plan of the District and this ordinance shall take effect immediately upon its adoption. Mr. Williams moved and Mr. Becker seconded that this ordinance be introduced by unanimous consent. 'Upon the question on passage of the ordinance the poll of the Board showed - Doran, aye; V/illiams, aye; ' Martin, aye; Becker, aye; V/illson, aye; Bogdanor, aye. Six ayes - no nays. The ordinance was passed unanimously. The nuraber is 6. Dr. Brannon was invited to suggest the araount to be paid by the District for the services of the Governmental Research Institute from the latter part of March to June 30th. He suggested $1,875.00 for this period. Mr. Martin raoved and Mr. Bogdanor seconded that the amount of $2,500.00 be paid to the Governmental Research Institute for all ser- vices to the District prior to July 1st. Poll of the Board showed - Doran, aye; Williaras, aye; Ifertin, aye; Becker, aye; Willson, aye; Bogdanor, aye. The motion was passed unanimously. With reference to the Petty Cash Fund for small office expendi- tures, Mr. V/illson suggested that an account be opened at the First National Bank by Mr. Thomson in his name as Executive Director, with alter- nate signature by Miss McKenna as Secretary-Treasurer. Mr. Thomson presented a list of proposed additional office equipment which might be obtained prior to July 1st. Several Board members coramented that only necessary equipment be purchased at this time. Mr. Thomson will present a revised list of equipment to'be purchased. Mr. Williams and Mr. Martin remarked that an office engineer to be assisted by draftsmen is now needed for irapleraenting the duties of the Executive Director in analyzing proposed projects and subraitting re- coraraendations to the Board. At *+:30 P.M., Mr. Martin moved and Mr.'Doran seconded that the Board go into Executive Session. All Board members voted aye on this motion. Accordingly, Messrs.
