JOURNAL OF THE 36TH MEETING OF
' THE METROPOLITAN ST. LOUIS SEV/ER DISTRICT
(PUBLIC HEARING)
JULY 27th, 195*+
A meeting v/as held on July 27th, 195*f, at 8:00 P.M. at the
Farmers' Hall on Olive Street Road, Creve Coeur, Missouri. Trustees
present: V/m. C. E. Becker, John M. Bogdanor, Jos. L. Doran, J. E.
Williams, Jr., and George C. V/illson. Trustee-absent: W. V/. Martin.
Staff members present, representing the District, H. F. Thomson,
Executive Director, Dr. Victor Brannon, Consultant, John P. McCammon,
General Counsel.
The meeting v/as called to order by Mayor Burns of Creve
Coeur, v/ho ..introduced. Mr. Willson and turned the meeting over to him.
Mr. Willson explained that the meeting v/as called for the purpose of
holding a public hearing pursuant to notice of the hearing published
in the Post Dispatch and Globe-Democrat. He explained that the Plan
of the District requires that before any ordinance establishing a sub-
district may become effective, a public hearing m.ust be held for the
purpose of determining the need for sev/ers and' the boundaries of the
subdistrict, v/hich under the Plan shall not extend beyond the area
capable of being efficiently served or drained by the sewer facilities
to be constructed. He inforraed the raeeting that a petition for the
formation of a sev/er. district had been prepared for filing v/ith the
Circuit Court shortly prior to the formation of the Metropolitan
District. The committee in charge of the petition did not file it
in the Circuit Court but held it a brief period for the purpose of
seeing whether or not the Metropolitan Plan v/as adopted. When that
Plan v/as adopted the committee in charge filed the petition with "the
Trustees of the Metropolitan District, and the Metropolitan District
has introduced an ordinance to forra a subdistrict.
Mr. Williaras then called on Mr. Shifrin, v/ho had acted
as engineer for the proposed subdistrict, to explain first, the sanitary
conditions in the district and the need for sewers, and second to des-
cribe the area logically falling within the watershed. At the close
of Mr. Shifrin's remarks, Mr. Willson informed the people assembled
that the raeeting was open for questions and discussion by any present
v/ho desired to be heard.
Mr. Freeman of Frontenac, asked what the approximate cost
per acre of the sewer v/ill be. Mr. Shifrin answered that it is impossible
to estimate cost until plans, surveys and borings have been made.
A gentleman in the audience asked what the southern boundary
of the proposed subdistrict v/ill be. ^tr. Shifrin explained the general
outline of the southern boundary.
Mr. Freeman then asked if the sewer line v/ould be laid on the
north or south of Clayton Road. Mr. Shifrin replied that it v/ould be
laid according to the contour of the ground, that it might be laid
along the road, or it might be on right-of-v/ay acquired for that purpose,
depending on the nature of the ground where the construction is to be
placed.

Mr. Sv/itzer of Frontenac, explained to the meeting that
the committee formed prior to the forraation of the Metropolitan St.
Louis Sewer District had collected several hundred doilars for the
purpose of having the petitions prepared and preliminary plans
made. He stated of this sum between $300.00 and $*+00.00 remained
unexpended and that the advisory committee v/ould either prorate it
among the people v/ho had donated it, or would use it in publicizing
developments in the formation of the subdistrict.
Mr. Fairfield, attorney for the advisory coramittee, in-
formed the meeting that the subdistrict will not be subjected to
any cost with regard to the preliminary steps in the formation of
the subdistrict. He further stated that the cost of the sev/ers
will be subject to action of the electorate on any bond issue pro-
position which may be developed as a result of the formation of the
subdistrict.
In ansv/er to a question by a gentleman in the audience,
Mr. McCamm.on explained that the cost of prelirainary surveys will be
advanced by the Metropolitan District, and in event of a bond issue
v/ill be recouped from the proceeds of the sale of bonds.
Mr. Shifrin explained the several tjrpes of bonds which
might be utilized in financing the construction.
Mr. Bogdanor explained the general set-up of the Metro-
politan District, the function of the advisory committee in inform-
ing the residents and voters as to the actions being taken, and its
function in assisting the Board of Trustees of the District in
developing plans for construction and for financing the construction.
He further explained that the sewer system, v/hen installed, v/ill be
either connected to the City sewer systera, or v/ill be handled by a
treatment plant.
In ansv/er to a question v/ith regard to certain connections
in Frontenac, Mr. Shifrin explained that the Cenacle and Villa
Duchesne lines are private sewers conxiected with the Ladue-Deer
Creek system, and through it to the City of St. Louis system, under
a contract with Ladue-Deer Creek and the City of St. Louis.
Mr. Bogdanor informed the meeting that it was the policy
of the Metropolitan District to handle all sev/ers on a v/atershed
basis, and stated that the District had reached the conclusion that
any other method v/ould be a piece meal and stop gap method and would
not afford any real solution of the problem.
14:. Martin, a resident of the subdistrict, asked if there
will be any disposal or treatment plants involved in the proposed
subdistrict. Mr. Shifrin replied that it will be the policy of the
District to use sewers rather than treatment plants where it is
practicable to get sewers designed to discharge to the Mississippi
River.

Mr. Thomson supplemented the remarks v/hich had previously
been made with regard to handling all problems on a watershed basis and
assured the meeting that all future construction v/ill be installed with
sufficient capacity to take care of future groirth in the proposed sub-
district. He further informed the meeting-that the advisory, committee
v/ill continue to function, and v/ill act. as the liaison agent betv/een
the District and the residents of the proposed subdistrict.
Tliere being no further questions or remarks, Mr. Willson
thanked the persons in attendance for coming to the hearing and declared
the meeting adjourned.
