The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the Whole
Monday, March 9, 2009 in the Council Chambers in said City. Council Vice President Miller presided with
the following Councilors present: Howard "Jack" Elstro, Bruce Wissel, J. Clayton Miller, Bing Welch, Larry
Parker, Bob Goodwin and Phil Quinn. Absent was Kelley Cruse - Nicholson.
