The regular meeting of the City Council was called to order by Mayor Merritt at 7 :30 P. M.., following which the California and 2. Mexican flags were presented by the Boy Scouts and Mayor Merritt led the Pledge of Allegiance to the Flag. The Mayor accepted the Mexican Flag for the City which was presented to the City by the Mayor of Magdalena, Sonora, Mexico;. to Temple City as their Sister City together with two framed Resolutions, one in English and a duplicate in Spanish proclaiming and approving the Sister City relationship between the two cities'. Invocation was then given by Rev. Gilbert Myers, Associate Pastor of the Temple City Baptist Church on Baldwin Ave, 4. ROLL CALL:. PRESENT: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford & City Manager Woollett 5. APPROVAL OF MINUTES: REGULAR MEETING OF Nov. 9, 1964 Councilman Nunamaker moved to approve the minutes of the regular meeting of the City Council held on Nov. 9, 1964, as mailed, Councilman Harker seconded, roll call vote to carry as follows: AYES: Councilmen- Dickason, H. rker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None UNFINISHED BUSINESS: 6. REPORT ON PETITION PROPOSING PARKING DISTRICT NO. 4. City Manager Woollett advised the petition for proposed -'arking District No. 4 was signed by 62.16% of assessed valuation of the property involved, and recommended the City Council acknowledge receipt of this petition and to also adopt Resolution No. 64 -418 . which orders a debt limit report under the Special Assessment. Investigation, Limitation and Majority Protest Act of 1931. Councilman Nunamaker moved to accept the petition for proposed Marking District No. 4 and to adopt Resolution No. 64 -k18, Councilman Harker seconded, carried by the following called vote. AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrel 1, . Merritt NOES: Councilmen -None ABSENT: Councilmen -None 7. AGREEMENT OF PURCHASE & SALE LOT #642, TRACT 6561 City Attorney Shatford presented the above Agreement with Byron E. Wells and wife respecting this purchase for Parking District No. 1. In this case Mr. rtells agreed to sell for the option price which was contained in a lease between some of the mer- chants of Parking District #1 and Mr. Wells, and Mr. Shatford recommended execution of this Agreement by the City which is subject to the Parking District going into effect. Councilman Nunamaker moved that the Mayor and City Clerk be authorized to execute an Agreement between Byron E. Wells and wife and the City on Lot #642 of Tract 6561, Councilman Tyrell seconded, roll call vote to carry as follows: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 8. LEASE AGREEMENT: BUILDING AT 5842 TEMPLE CITY BLVE. BETWEEN CITY AND JR, CHAMBER OF COMMERCE. The City Attorney advised at the last Council meeting he was in- structed to prepare a lease agreement between the City and the Junior Chamber of Commerce. He advised the Chamber may not take possession of the place until the insurance coverage is satis- factory to the City Manager, and also that the City can take 678 Council Minutes, November 23, 1964, page 2 possession upon seven days notice, and there would be no charge for use by the Jr. Chamber, the only portion of the building they would be using would be the front end. Councilman Tyrell moved that the Mayor and City Clerk execute the Agreement on be- half of the City, Councilman Harker seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, H::,rker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None NEW BUSINESS: 9. REQUEST FOR USE OF TEMPLE CiTY PARK FOR CAMELLIA FESTIVAL: City Manager ',Woollett advised he had received a request from John Conover for use of the Temple City Park for the Camellia Festival on Febr. 26, 27 and 23, 1965. Councilman Dickason move(_: to approve the request, Councilman Tyrell seconded, roll call vote to carry as follows: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None Councilman Dickason asked when the changes will be made in the Park and Asst. City Manager Koski advised the plans and specifi- cations had been received and he expected to advertise for bids next week. 10. ORDINANCE NO. 64 -142: amending building code City Manager Woollett advised this ordinance amended the County Building Code which we have adopted, and this Ordinance will bring the City up to date regarding the glass door and panel installation per the County Code. Councilman Tyrell moved to waive further reading, Councilman Harker seconded, roll call vote to carry as follows: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None As this was the first reading no further action was taken. 11. SET PUBLIC HEARINGS: CURB & GUTTER INSTALLATION: a. north side Olive, Cambury to Baldwin and b. east side McCulloc Daines to Freer. Councilman Tyrell moved to set the two loca- tions listed above for public hearing on December 14, 1964, at 7 :30 P. M., Councilman Dickason seconded, roll call vote to carry as follows: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, . Merritt NOES: Councilmen -Bone ABSENT: Councilmen -None 12. SET ASSESSMENT HEARING: 10619 D3ines Dr., curb & gutter. Councilman Tyrell moved to set the Assessment Hearing on curb and gutter at 10619 Daines Dr., for December 14, 1964, at 7:30 P. M., Councilman Harker seconded, roll call vote to carry as follows: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -Nond ABSENT: Councilmen -None 13. PARKS & RECREATION COMMISSION RECOMMENDATIONS: item 7 (4) Recommend use of Live Oak Park each Monday morning 8 A. M. to 12 noon for one year, by Well Babies Clinic. Following discussion Councilman Dickason moved to approve the re- commendation of the Parks & Recreation Commission, Councilman Nunamaker seconded and carried by the following called vote: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 14. Following some discussion it was agreed to have a joint session with the Parks & Recreation Com- mission as soon as possible and get their .recommendations.
