Motion by Lindaman second by Nielsen to approve the minutes of the previous meeting with a correction to the list of bills. Remove the invoice for Nagle Signs. Wellsburg Community Betterment Group paid this invoice. All ayes, Carried. Motion by Nielsen second by Van Heiden to approve the Treasurer’s report for October. All ayes, carried. The Mayor presented the Library Report. Motion by Lindaman second by Nielsen to install a Gordon Ray heating system, insulating, and replacing the existing overhead door to the city maintenance shed. Heating system work to be completed by Terry Babcock. Insulation work to be completed by Ceilley Insulation. Overhead door will be replaced by Christie Door Company. Total cost of project to be $6837.00. All ayes, carried. At 7:45 pm the Mayor declared that this was the time and place to open the public hearing to received comments on the community development and housing needs of low and moderate-income persons, proposed activities of the Community Development Black Grant Application and cost estimate of the project. The proposed activity is financial assistance for a connection to a rural water system. The following citizens attended the public hearing: Esther Blythe, Dave Henning and Kirk Dolleslager. Cyndi Calfee, INRCOG, introduced the Low and Moderate Needs Assessment. LMI needs were identified in the Grundy County Needs Assessment. The project was identified and discussed at Economic Development Planning meetings. The project allows for new and expanded service to the low and moderate income families in the region, including senior citizens on fixed incomes. Funding sources for the project are as follows: CDBG, $300,000.00 and USDA, Rural Development, $500,000.00 for a total estimated cost of the project $800,000.00. 84.91% low and moderate income will be served by the project by CDBG income survey. The project will be completed by December 31, 2006. No one will be displaced by the CDBG activities. If there were anyone being displaced the city would follow the HUD Relocation and Displacement Policy. The project will be submitted prior to December 8, 2004. There were no written or oral comments either for or against the project. At 7:55 pm the Mayor declared the public hearing closed. Motion by Nielsen second by Van Heiden to approved Resolution #11-2004-1 a resolution of the Wellsburg City Council, Wellsburg, Iowa authorizing the Mayor to sign a memorandum of understanding with the Iowa Northland Regional Council of Governments (INRCOG) for the administration of the community development contract with the Iowa Department of Economic Development. Roll call of votes: All ayes, carried. Motion by Lindaman second by James to approve Resolution #11-2004-2 a resolution of the City Council of the City of Wellsburg, Iowa granting the Iowa Department of Economic Development certain financial assurances in conjunction with the Community Development Block Grant. Roll call of votes: All ayes, carried. Motion by James second by Nielsen to approve Resolution # 11-2004-3 a resolution of the Wellsburg City Council, Wellsburg, Iowa approving a Community Development Block Grant application; designating the Mayor as the official representative of the City and authorizing the Mayor to affix his signature to said application and certain assurances in conjunction with same. Roll call of votes: All ayes, carried. At 8:00 pm the Mayor declared the public hearing for the purpose of discussing the submission of a Housing Fund Application to the Iowa Department of Economic Development open. There were 3 residents present at the hearing. Cyndy Calfee, INRCOG, reported on the City’s application the IDED Housing Fund to establish a second owner-occupied housing rehabilitation program to assist low to moderate income homeowners in making their homes more safe, decent, and sanitary, which includes addressing lead-based paint hazards. The need for the program was identified in the Regional Housing Plan, done in 2002 and in the Community Development and Housing Needs Assessment don December 1, 2003. The City retained a list of persons interested in the program, who were discovered after advertising for the program in October 2003. Approximately 20 households were found to be eligible for the program. All home owners livings in the city limits, not in the 100-year flood plain with low-to-moderate income will be eligible for participation. Properties considered not feasible to rehabilitate will not be eligible. The City will not displace individuals or businesses as a result of the activity. The City is applying for $215,058 in federal/IDED funds, which will be combined with the City’s share of $4,842.00. One hundred percent of federal funds will benefit low and moderate-income persons. The applications will be submitted by December 1, 2004. No public comment was received. The hearing closed at 8:05 pm. Motion by Nielsen second by Lindaman to approve Resolution #11-2004-4 a resolution of the City Council of Wellsburg, Iowa, approving a housing fund grant application; designating the Mayor as the official representative of the City and authorizing the Mayor to affix his signature to said application and certain assurances in conjunction with same. Roll call of votes: All ayes, carried. Motion by James second by Meints to approve Resolution #11-2004-5 as resolution of the City Council of Wellsburg, Iowa, granting the Iowa Department of Economic Development certain assurances in conjunction with the 2005 Housing Fund Grant Application. Roll call of votes: All ayes, carried. Motion by Nielsen second by Van Heiden to approve Resolution #11-2004-6 a resolution of the City Council of Wellsburg, Iowa, authorizing the Mayor to sign a memorandum of understanding with the Iowa Northland Regional Council of Governments (INRCOG) for the administration of the Housing Fund Contract with the Iowa Department of Economic Development. Roll call of votes: All ayes, carried. Motion by Lindaman second by James to approve the FY 2004 Annual report. All ayes, carried. Motion by Lindaman second by Nielsen to approve a building permit for Travis Ringena. All ayes, carried. Motion to adjourn Nielsen second by James.
