REGULAR MEETING
April 8, 2003
The Moab City Council held their Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 115 West 200
South, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and Citizen Chantyll Navarre led in the Pledge of Allegiance. Also
in attendance were Councilmembers Gregg Stucki, Jeffrey Davis, Kirstin
Peterson, and Rob Sweeten; City Recorder/Assistant City Manager
Rachel Ellison, City Planner Robert Hugie, City Treasurer Jennie Ross,
Planning and Community Development Director David Olsen, City
Attorney Chris McAnany and Police Chief Michael Navarre. Thirty-four
(34) members of the audience and media were present.
Councilmember Sweeten moved to approve the Regular City Council
Meeting Minutes of March 11 and March 25, 2003 and the Special City
Council Meeting Minutes of February 21, 2003. Councilmember Stucki
seconded the motion. The motion carried 4-0 aye.
There were no Citizens to be Heard.
Under City Planning, Planning and Community Development Director
Olsen stated that the Nature Conservancy would be working with the
City for a ditch easement and that there had been a lot of interest in
donating outdoor artwork for the Moonstone Gallery.
A Public Works Department Update was not given.
Under Police Department Update, Police Chief Navarre stated that the
department was getting ready for Jeep Safari and had been meeting with
other public safety agencies.
Mayor Sakrison proclaimed April 2003 as Child Abuse Prevention
Month.
Councilmember Sweeten moved to approve the Consent Agenda as
follows:
1) Approval of a Request by Hannah Surabian to Conduct an Amplified Music
Event at Old City Park on April 27, 2003; 2) Approval of a Request by Marisa
DeLay to Conduct an Amplified Music Event at Old City Park on May 31,
2003; 3) Request to Send Proposed Ordinance #2003-05 — An Ordinance
Amending Certain Provisions of The City Of Moab Business Licensing Code
to Public Hearing. Councilmember Peterson seconded the motion. The
motion carried 4-0 aye.
Councilmember Peterson moved to approve Proposed Resolution #11-2003 —
A Resolution Endorsing the Establishment of a Community Health Center in
Moab. Councilmember Davis seconded the motion. The motion carried 4-0
aye.
Councilmember Sweeten moved to move the agenda to agenda item 6-3.
Councilmember Peterson seconded the motion. The motion carried 4-0 aye.
Councilmember Sweeten moved to approve a Special Events License for the
April Action Car Show to be held at Swanny City Park on April 25 to April 27,
2003. Councilmember Stucki seconded the motion. The motion carried 4-0
aye.

Councilmember Davis moved to approve a Request for a Special Events
License for Moab Folk Music Festival to be held at Downtown Moab on
November 7 to November 9, 2003. Councilmember Peterson seconded the
motion. The motion carried 4-0 aye.
Councilmember Sweeten moved to move the agenda to agenda item 6-2.
Councilmember Peterson seconded the motion. The motion carried 4-0 aye.
No Action was taken on Approval of Proposed Resolution #12-2003 — A
Resolution Reaffirming the City of Moab's Commitment to Supporting the Bill
of Rights and Civil Liberties.
Councilmember Sweeten moved to move the agenda to agenda item 6-6.
Councilmember Stucki seconded the motion. The motion carried 4-0 aye.
Councilmember Stucki moved to approve a Moved -on Structure Permit for
Outrageous Logos and Embroidery Located at 300 South Main Street to
conduct a Retail Business on April 11 and 12, 2003. Councilmember Davis
seconded the motion. The motion carried 3-1 aye with Councilmember
Peterson voting nay.
Councilmember Sweeten moved to table a Request for Approval of a Special
Events License for Moab's First Ever Rock Crawl to be held at 985 Kane
Creek Boulevard on May 1 to May 3, 2003. Councilmember Stucki seconded
the motion. The motion carried 4-0 aye.
Under Reading of Correspondence, Councilmember Davis stated that he
had received a letter from Teresa King regarding a funding request for
the Moab Arts Council.
Councilmember Peterson stated that the Half Marathon organizers would
like to hold a fall event and would like a letter of endorsement for
closing Highway 128 in November from the City to the Utah Department
of Transportation.
Councilmember Sweeten stated that David Bell from Utah State
University would be here on April 22, 2003 to discuss Lion's Park.
An Administrative Report was not given.
A Goal Update was not given.
Under Mayor or Council Reports, Mayor Sakrison stated that on April
22, 2003 at 11:00 AM the Environmental Protection Agency and Utah
Power and Light would be at the Moab Information Center to discuss the
Blue Sky Program and present the City with an award. Mayor Sakrison
then stated that he had spoken to Jack Sykes and that he had requested
that the City write a letter to the Board of Regents urging Utah State
University to be the sole higher education institution in Moab.
Councilmember Davis stated that he had attended the Utah League of
Cities and Towns Mid -year conference in St. George.
Councilmember Stucki stated that he had attended the High School
Community Council Meeting and the accreditation process was
continuing.
Councilmember Peterson moved to pay the bills against the City of
Moab in the amount of $300,099.47. Councilmember Sweeten seconded
the motion. The motion carried 4-0 aye by a roll -call -vote.
Councilmember Stucki moved to Enter an Executive Session for the

Councilmember Sweeten moved to close the Executive Session.

The Executive Session was closed at 9:35 PM.
Mayor Sakrison adjourned the Regular Council Meeting at 9:35 PM.
