PRESENT: Chairman James West, Member Ray Hart, Member Gary Elliott, Member Bill Koester and Member Jason Cooper. ABSENT: None. VISITORS: Jay Price, Van Jackson, Diane Jackson and Alban Hatch. Chairman West welcomed everyone and asked Member Cooper to lead with the Pledge of Allegiance. Approval of Minutes: Chairman West entertained a motion. Member Koester moved to approve the minutes for August 11th, 2021 with the correction of one name. Member Hart seconded the motion. All in favor, the motion carried. Items of Business: Chairman West asks if there is any public comment. No one stepped forward. Ordinance for Annexation and Initial Zoning of Elim Estates Subdivision (Ord. 269-09-21) Chairman West clarified that the Commission is addressing the Elim Estates Annexation Agreement this month because they were not prepared to do so last month. Chairman West asked if there is any public comment, there was none. He noted that he didn’t see any representatives from the developer or the City Engineer for comment. He noted that this is a public hearing, and asked for any public comment. No one stepped forward. Member Hart motions to approve the Annexation Agreement for Elim Estates. Member Koester seconds the motion. All are in favor; the motion carries. Ordinance to Amend Iona City Code § 11-4-3; specifying terms for Conditional Uses in R-1 Zones (Ord. 270-09-21) Chairman West clarified that this is in direct relation to water usage when renting out the basement of a property. He noted that the Commission had made the recommendation of not requiring a second line but charging both residents for water. The City is not requiring a second line, but will be requiring a second billing. They will not need to pay to have the water hook up fee, just the $49.00 per month utility fee. Member Hart noted that this applies only to the basement, not to a second structure. Member Cooper asked to clarify the meaning of EDU in section (G) of the City Code. Chairman West noted that it is Equivalent Domestic User on page 196 of the City Code. Member Hart motions to approve the Ordinance as amended. Member Cooper seconds, all are in favor; the motion carried. Chairman West entertained a motion by Member Elliott to end the meeting, Member Koester seconded the motion.
