HomeMy Public PortalAbout17-108 - Joining the County Supervisors Association of CA ExcessRESOLUTION NO. 17-108 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON JOINING THE COUNTY SUPERVISORS ASSOCIATION OF CALIFORNIA EXCESS INSURANCE AUTHORITY WHEREAS, in 2017, the City of Carson is in the process of obtaining the lowest possible general liability insurance quote; WHEREAS, the City of Carson's insurance broker, Alliant Insurance Services, has recommended that the City of Carson join the County Supervisors Association of California Excess Insurance Authority ("Authority") in order to obtain the lowest possible general liability insurance quote; WHEREAS, the Authority is a non -risk sharing joint powers authority; WHEREAS, Article 1, Chapter 5, Division 7, Title 1 of the California Government Code (Section 6500 et seq.) permits two or more public agencies by agreement to exercise jointly powers common to the contracting parties; and WHEREAS, in order for the City to join, the Authority requires the City to submit an application; adopt a resolution joining the Authority; and approving and signing the Memorandum of Understanding - Excess Liability Program, Joint Powers Agreement Creating the CSAC Excess Insurance Authority; WHEREAS, the Authority has also determined that, in order to join, it is necessary for the City to delegate a person(s) or position(s) authorized to act on the City's behalf in matters relating to the City and the Authority; and WHEREAS, the City of Carson desires to join together with the members of the Authority for the purposes of jointly funding and/or establishing excess and other insurance programs as determined and desire to designate the City Manager as the position authorized to act on the City's behalf in matters relating to the City and the Authority; and NOW, THEREFORE, the CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY RESOLVE as follows: Section 1. That the City Council approves becoming a member of the Authority and authorizes execution of the Authority's Joint Powers Agreement. Section 2. That the City Council approves the Memorandum of Understanding — Excess Liability Program and authorizes the execution thereof. Section 3. That the City Council, except as to actions that must be approved by the City Council, designates the City Manager to act in all matters relating to the Authority. Section 4. That the City Manager is authorized to sign all necessary documents in order to ensure that the City of Carson joins the Authority, including without limitation the RESOLUTION 17-108 Page 1 of 2 Authority's Joint Powers Agreement and the Memorandum of Understanding — Excess Liability Program. Section 5. That the City Manager is further authorized to take all actions necessary and appropriate to ensure that the City of Carson joins the Authority.
