No. 13305 authorizing the Executive Director and Secretary- Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Shook, Hardy & Bacon LLP, whereby Shook, Hardy & Bacon LLP will provide legal consulting services in the area of Environmental Law. No. 13306 authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Fox Lawson & Associates for a compensation study of Schedules “A” Administrative and Technical, “B” Labor and Trades, and “C” Management. No. 13307 repealing Ordinance No. 12957 as adopted September 10, 2009, and enacting a new ordinance in lieu thereof, establishing a Conflict of Interest Policy for District trustees, officers and employees. (Intro. 8/11/11) Plan Approval 19 Forest Valley Odor Control Phase II (10606) This project, located west of New Ballwin Road and southwest of Kiefer Creek Road in unincorporated St. Louis County, is to alleviate odor in the area from discharge of a force main from a low pressure sewer system. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $241,000. 20 Fillmore-Elliot Bank Stabilization (GCKC-130) (10002) This project, located south of Adams Avenue and east of South Kirkwood Road in the City of Kirkwood, is to alleviate stream bank erosion to protect homes and sanitary sewer. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $244,000. 21 CSO - Greenbriar Combined Sewer Separation (10101) This project, located north of Clayton Road and west of McKnight Road in the City of Ladue, is to separate a combined sewer system and remove a CSO. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $274,000. 22 CHAI House Pump Station (P-747) Elimination (10550) This project, located north of Schuetz Road and West of Lindbergh Boulevard in Unincorporated St. Louis County, is to remove a sanitary pump station. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $81,000. 23 Infrastructure Repair #087P Caulks Creek "A" (P-750) Phase V (10655) This project, located east of Long Road and north of Wild Horse Creek Road in the City of Chesterfield, is to update mechanical and electrical components at an inadequate sanitary pump station. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $2,486,000. Construction includes 360 feet of tunnel; installation of 560 feet of 132-inch PCCP outfall sewer in new and existing tunnel; construction of approximately 330 lineal feet of 132-inch to 144-inch PCCP outfall sewer in open-cut; and approximately 320 lineal feet of 12-inch to 30-inch storm sewer and appurtenances. The purpose of this project is to provide an outfall for the treatment plant expansion. This project is scheduled to be completed in 365 days. FUNDING/COST SUMMARY: Budgeted: Capital Improvement Program Budget Year: FY2011, Pg. 61 Amount: $11,900,000 Fund Name: #660 – Sanitary Replacement Fund Additional Comments: This project will complete the construction of the plant expansion outfall sewer that was terminated due to ground conditions. 10 of 9/08/11 During the construction of the Lemay WWTP Wet Weather Expansion Outfall Sewer while the contractor was tunneling for the new 132-inch outfall sewer pipe, they encountered a 30-inch sanitary sewer in direct conflict with the new outfall sewer. The contractor set up a bypass pumping system for the 30-inch gravity sewer which includes two 12-inch pumps and the associated piping. The cost for setting up and running the bypass system from May through October when the permanent solution is scheduled to be completed is $1,200,000. The existing 30-inch gravity sewer needed to be relocated because it is in direct conflict with the new outfall sewer. After review of the existing conditions, a siphon system was designed to be constructed beneath the new outfall sewer. The siphon will be constructed by excavating and installing a 30-inch and 12-inch pipe beneath the new 132-inch outfall sewer. This work will be completed from inside the 132-inch outfall tunnel. The cost to relocate the 30-inch gravity sewer by constructing the siphon is $1,500,000. During excavation for the new 144-inch effluent sewer which is to be placed by open-cut construction, the contractor discovered that the existing pipe was not as located on the plans. To adjust for this misalignment and connect the new 144- inch sewer pipe to the existing 144-inch sewer pipe, a closure structure was designed to connect the two sections of pipe. The cost to construct this closure piece is $200,000. The total additional funding being requested is $2,700,000. This is calculated as $2.9 million in additional costs, less $0.9 million in unused contingency in the original appropriation (of an original $1.025 million), plus $0.7 million in possible additional contingency work that has been identified. Projects will be issued by letter agreement per individual scopes of services. David Mason & Associates was previously chosen through the regular consultant review and selection process. This contract amendment for $135,000 results in a final contract amount of $225,000.00. This will be the only amendment for this contract. This project will be competitively selected in FY2013.
