No. 13314 authorizing the Executive Director and Secretary-Treasurer to lease certain real property of The Metropolitan St. Louis Sewer District, lying in the City of St. Louis, Missouri known as a triangular shaped portion of the River Des Peres Right of Way adjacent to 7153 Mardel to Lindenwood Park Neighborhood Association, and to execute a Lease Agreement upon the conditions hereinafter set out. (Intro. 9/08/11) 3 of 10/13/11 Plan Approval 16 Edgewood Sanitary Relief (BP-592) (BP-301) (11112) This project, located west of Interstate 170 and south of Natural Bridge Road in the City of Berkeley, is to alleviate sanitary sewer overflows due to overcharged mains and removal of two SSOs. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $371,000. 17 Hardwick Court Channel Improvements and Sanitary Sewer Protection (MCMB-510) (10305) This project, located south of Interstate 270 and east of West Florissant Avenue in unincorporated St. Louis County, is to protect a sanitary sewer and three residential properties from channel erosion. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $755,000. 18 Nectar I/I Reduction (BP-290) (11111) This project, located south of Interstate 270 and west of Bellefontaine Road in the City of Bellefontaine Neighbors, is to alleviate building backups and overcharged sanitary sewers, and remove a constructed SSO. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $489,000. 19 Lemay WWTP Disinfection Facilities (10681) This project, located on South Broadway at Hoffmeister Avenue in the Unincorporated St. Louis County, is to meet EPA and MDNR regulatory mandates requiring disinfection of effluent. This project is in the Fiscal Year 2012 Budget and the estimated construction cost is $25,043, 000. No. 13326 Brookton Way to Meramec Bottom Road 20 Sanitary Relief Phase II (10401) Introduction of proposed Ord. No. 13329 amending Ordinance No. 13316, as adopted September 28, 2011, by repealing Section Three and enacting a new Section Three in lieu thereof, pertaining to determining the amount of taxes which shall be levied, assessed, and collected in the year 2011 on all taxable tangible property in the District within the corporate limits of the City of St. Louis and St. Louis County, respectively. Resolutions 34 Adoption of Resolution No. 2992 Ordinance No. 12936 adopted August 13, 26 2009, authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with McGriff, Seibels, & Williams of Missouri, Inc. to serve as the District’s broker of record and provide other services for the District’s insurance program. 35 Adoption of Resolution No. 2990 expressing the Board of Trustees’ appreciation to Milton Grasle for his 14 years of exemplary service to The Metropolitan St. Louis Sewer District from May 5, 1997, to his retirement effective October 1, 2011. 36 Adoption of Resolution No. 2991 expressing the Board of Trustees’ appreciation to Gregory M. Trailnet, Inc. is a non-profit organization that is the owner of a six-mile section of former railroad right-of-way, now being used as a recreational trail known as Grant’s Trial. St. Louis County (Parks) operates the trail under a long-term lease with Trailnet, Inc. The District is interested in utilizing the old railroad corridor as an alignment for a sewer project. Certain legal aspects need to be researched in order to assess the viability of using this corridor. However, when the main was exposed during construction, it was discovered that two, 22 degree elbows were located in the 12-inch water line at the same location the new 18-inch sanitary sewer was to cross the water main. Missouri American Water determined that the 12-inch water main could not be crossed at that location and that the contractor’s only options were to relocate the water main or construct the new sanitary sewer in a different alignment. Missouri American estimated the cost to relocate the 12-inch water main was to be a minimum of $150,000 to relocate the water main and would only allow the work to be done between October 1, 2010 and April 1, 2011. The District estimated the cost to change the 18 of 10/13/11 alignment of the new 18-inch sanitary sewer to be $142,000 and would also keep the time frame of this work in the District’s control. This $150,000 budgeted amount is requested to be reallocated to become a supplemental appropriation to Ordinance No. 11441, to support another related effort with the Corps of Engineers, the St. Louis Combined Sewer Overflows Project. Under the St. Louis Combined Sewer Overflows effort with the U.S. Corps of Engineers, the Corps bids the project and administers the construction as a normal federal project, with the District providing 25% of the cost of the project as a local match. Projects under this effort with the Corps of Engineers must help to reduce or control combined sewer overflows. The Federal Water Resources Development Act of 2007 authorized $35 Million in Federal funding for these projects. Before construction, the Corps must determine eligibility of a project under the St. Louis Combined Sewer Overflows Federal authorization, via a “Letter Report” process, whereby the Corps analyzes the project for compliance with the Federal authorizing legislation, and obtains final Federal approval for construction of the project. The District must share in the cost of the “Letter Report” development. The Corps has estimated that the District’s portion of the cost of this work due this fall is $20,000. This work is a necessary step in the process to obtain Federal assistance for the Harlem-Baden Relief Phase IV (Hebert) project. The purpose of this project is to separate a combined sewer system and eliminate one (1) CSO. This project is scheduled to be completed in 150 days.
