Introduction of proposed Ord. No. 13330 calling a bond election to be held on February
7, 2012 in the Metropolitan St. Louis Sewer District on the proposition whether to issue
$945,000,000.00 principal amount of sewer revenue bonds.
7 CLOSED SESSION
The Metropolitan St. Louis Sewer District Board of Trustees may go into closed
session at this meeting if such action is approved by a majority vote of the Board
members who constitute a quorum, to discuss legal, confidential, or privileged
matters under §610.021(1), RSMo 1988 Supp.; leasing, purchase or sale of real
estate under §610.021(2); personnel actions under §610.021(3); discussions
regarding negotiations with employee groups under §610.021(9); personnel
records or applications under §610.021(13); or records under §610.021(14)
which are otherwise protected from disclosure by law; or confidential or privileged
communications with the District’s auditor, including auditor work products under
§610.021(17).

Why is this action necessary?: Rate Commission Report dated October 17, 2011 recommends the use of
$945,000,000 of revenue bonds to fund the CIRP program through 2016.
What does action accomplish?: This ordinance authorizes the District to file the necessary paperwork with both
the City and County Board of Elections to place a $945,000,000 bond
authorization proposition before the voters on the February 7, 2012 ballot.

Additional Comments: The Rate Commissions’ report dated October 17, 2011recommends the use of $945,000,000 of
revenue bonds to fund the CIRP program through 2012. The District intends to accept the Rate Commission report at a
future Board meeting.
PREVIOUS BOARD ACTION RELATED TO THIS ACTION:
8/26/03 – Ordinance No. 11573 – Ordinance authorizes the District to file the necessary paperwork with both the City and
County Board of Elections to place a $500,000,000 bond authorization proposition before the voters on the February 3, 2004
ballot.
5/23/08 – Ordinance No. 12633 – Ordinance authorizes the District to file the necessary paperwork with both the City and
County Board of Elections to place a $275,000,000 bond authorization proposition before the voters on the August 5, 2008
ballot.
