The Trustees of the District met in Room 109 at 2350 Market on the above date. Present at meeting: Board of Trustees Staff Members R. T. Berry, Chair J. L. Theerman, Executive Director (via phone) J. She noted that the District received six written responses and two firms were granted oral interviews on January 24, 2012. The price range of the proposals ranged from a low of $307,000 to a high of $558,000. The two firms interviewed were Mason Tillman and MGT. Both were listed on the agenda. Mason Tillman is recommended to perform the study. Mason Tillman is a 100% minority owned with a strong track record. The cost for the study is $385,000 for three distinct phases of work. If all three phases of work are not needed the cost would certainly be lower. The three subs proposed to assist in the process are: ADE, Davis and Associates, and Project Control Group. Mr. Buford questioned if the minority ownership of Mason Tillman was African American. Ms. Edwards indicated that it was a female African American. Ms. Edwards concluded by noting that Mason Tillman has a strong track record of not having their work product challenged and can help with recommendations towards workforce participation. - - - - The Public had no comments. - - - - CONSENT AGENDA None - - - - NEW BUSINESS Ordinances INTRODUCTION OF PROPOSED ORD. NO. 13372 AUTHORIZING THE EXECUTIVE DIRECTOR AND SECRETARY-TREASURER ON BEHALF OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT TO ENTER INTO A CONTRACT WITH MGT OF AMERICA, INC. WHEREBY MGT OF AMERICA, INC., WILL PROVIDE CONSULTANT SERVICES IN THE AREA OF PERFORMING A DISPARITY STUDY FOR THE DISTRICT. HELD INTRODUCTION OF PROPOSED ORD. NO. 13373 AUTHORIZING THE EXECUTIVE DIRECTOR AND SECRETARY-TREASURER ON BEHALF OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT TO ENTER INTO A CONTRACT WITH MASON TILLMAN ASSOCIATES, LTD. WHEREBY MASON TILLMAN ASSOCIATES, LTD., WILL PROVIDE CONSULTANT SERVICES IN THE AREA OF PERFORMING A DISPARITY STUDY FOR THE DISTRICT. Proposed Ord. No. 13373 was presented and read. This consultant is experienced in performing Disparity Studies for municipal and state governmental entities. This ordinance will authorize the District to enter into a contract with Mason Tillman Associates, Ltd. (start and end date TBD). Motion by Mr. Buford seconded by Mr. Ross that proposed Ord.
