The Trustees of the District met in Room 109 at 2350 Market on the above date. Present at meeting: Board of Trustees Staff Members R. T. Berry, Chair (via phone) J. L. Sprague, Director of Operations Also present were Terry Briggs, SITE; Steve Lewis AGC; Kari Williams, Call Newspapers; Robert Mueller; Ronny Griffin, Laborers Local 110; Steven MacDownal, LIUNA 110; Michelle Spillers, URS; Bob Ballsrud, Gilmore & Bell; Rob Kuenzel, RJN; John Kindschuh, MIEC; Vicki Taylor-Edwards, Director of Human Resources; Lance LeComb, Manager of Public Information; Debbie Johnson, Public Information Representative; and Pam Bell, Secretary to the Executive Director. - - - - Mr. Berry opened the meeting pursuant to notice and call. - - - - The Chair had no comments. - - - - Mr. Tyminski commented that since passage of these propositions at the March 8th Board, meeting we have had additional opportunity to discuss the proposed changes with various constituents and based on that input we believe it prudent to make the following modifications to the propositions to be placed on the ballot for the June 5th election. Delete the proposition related to the Rate Commission because it is an obscure procedural issue that is not easily understood by the public. Modify the wording related to the streamlining of the sub district process so that the issue will more clearly explain what the electorate will decide. Delete the proposition related to taxation modifications because it creates an unintended consequence at this time, and delete the Trustee pay issue at this time. The latter two items could be brought back at a future election date because it also could detract from the primary purpose for this election. - - - - The Public had no comments. - - - - CONSENT AGENDA None - - - - NEW BUSINESS Ordinances INTRODUCTION OF PROPOSED ORD. NO. 13384 REPEALING ORDINANCE NO. 13383 AND ENACTING IN LIEU THEREOF AND ORDINANCE CALLING AN ELECTION FOR JUNE 5, 2012, IN THE METROPOLITAN ST. LOUIS SEWER DISTRICT, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID DISTRICT PROPOSITIONS TO AMEND THE PLAN (CHARTER) OF THE DISTRICT AND AUTHORIZING THE ELECTION AUTHORITIES OF THE CITY OF ST. LOUIS AND ST. LOUIS COUNTY TO CONDUCT SAID ELECTION; PRESCRIBING THE FORM OF PROPOSITIONS TO BE USED AND PROVIDING THAT NOTICE OF SAID ELECTION BE GIVEN AND SAID ELECTION BE HELD IN ACCORDANCE WITH ALL APPLICABLE MISSOURI LAW. Proposed Ord. No. 13384 was presented and read. This ordinance will modify the list of propositions to be considered by the voters on the June 5, 2012 ballot by deleting a proposition related to Trustee compensation, Rate Commission procedures, and the elimination of a 10¢ cap on taxes. The amendment will also clarify the language related to the modernization of the sub-district process. Motion by Mr. Goffstein seconded by Mr. Yates that proposed Ord. No. 13384 be introduced. Motion made, seconded and unanimously adopted to suspend the rules to allow for adoption of proposed Ord. No. 13384. Motion made by Mr. Yates, seconded by Mr. Goffstein that proposed Ord. No. 13384 be adopted. Motion passed – 6 ayes, no nays Poll taken: J. Goffstein aye J. Buford aye D. Visintainer aye R. Berry aye E. Ross aye M. Yates aye The Chair declared proposed Ord.
