costs for the construction of storm sewers in Windom #8721 Sewer Rehabilitation (10229), in the
Cities of Charlack and St. John, Missouri; and authorizing the Executive Director and Secretary-
Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with

of St. Louis, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf
of The Metropolitan St. Louis Sewer District to acquire, demolish, and perform related activities

13 Adoption of proposed Ord. No. 13422 appropriating $1,500,000.00 from the Sanitary

Chesterfield, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf

Description: On April 27, 2012, an agreement between MSD and EPA was finalized by the United States Court for the
Eastern District of Missouri (Eastern Division). The agreement, called a Consent Decree, calls for MSD to spend $4.7 billion
over the next 23 years to address sewer overflows and other related issues that were the basis for a lawsuit that EPA and
the State of Missouri filed against MSD in June 2007.

Included in the Consent Decree are a series of required activities and programs that address wastewater issues throughout
MSD’s collection and treatment system. As several of these activities/programs require individual customers to take actions
at their homes or properties, and adopt new community-wide practices for the mitigation of stormwater’s impact on the
wastewater system, public education, outreach, and engagement are critical to achieving the goals of the agreement.
Furthermore, as MSD rates increase in the coming years, the agency’s customers have a right and expectation to
understand why their rates are increasing and how the dollars are being spent.
Outside of area-wide communications that will be necessary to educate the public about the Consent Decree, the Inflow &
Infiltration and Green Infrastructure aspects of the agreement will require one-on-one interactions with tens of thousands of
customers over the coming months and years. These interactions will call upon customers to improve their individual
properties and/or adopt green infrastructure practices. If these actions are not undertaken by large segment of MSD’s
customer base, the goals of the Consent Decree cannot be achieved.
MSD does not currently have the staffing levels to perform the level of public outreach that is called for by the Consent
Decree, nor has it been determined if providing these services internally would be the most cost-effective approach.
Accordingly, MSD issued Request for Proposal (RFP) 2398, which solicited proposals to perform the required education,
outreach, and engagement. Specifically, the RFP called for these services in support of four areas:
Public understanding the of the Consent Decree and its impact on individual customers
Inflow & infiltration Elimination Program (Inflow & Infiltration is excess water that flows into sewer pipes designed to
handle only sewage. Stormwater (inflow) rapidly flows into sewers via roof drain downspouts, foundation drains,
storm drain cross-connections, and through holes in manhole covers. Groundwater (infiltration) seeps into sewer
pipes through holes, cracks, joint failures, and faulty connections. MSD is developing a program to eliminate the
impact of private inflow and infiltration on surcharging sewer systems, and, secondarily, to eliminate the impact these
flows have on regular operations of the collection system and treatment facilities.)
Green Infrastructure Program (Green infrastructure refers to practices or facilities that reduce the volume, rate, or
pollutant load of stormwater runoff before it goes into the sewer system and/or area waterways. This is done by
capturing stormwater and diverting it to where it can be detained, infiltrated into the ground, evaporated, taken up by
plants, or reused. Per Chapter 12 and Appendix Q of its Combined Sewer Overflow Long-Term Control Plan and the
Consent Decree with EPA, MSD will spend $100 million over the next 23 years on green infrastructure to help abate
overflows in the combined sewer system.)
Project Outreach (As MSD spends $4.7 billion over the next 23 years, customers will begin to see more and more
work in their local neighborhoods. From I/I reduction, to the rehabilitation of aging sewers, to the expansion of
undersized sewers, to the construction of storage tanks, MSD’s work over the next several decades focuses on the
needs of our entire sewer system and will impact our entire community to some degree. Accordingly, MSD needs to
increase its public activities relative to projects so that customers are partners in project plans and they understand
how these activities will impact their day-to-day lives once a project comes to their neighborhood or street.)
Five (5) written proposals were received, ranging in cost from $495,780.00 to $500,000.00. A selection committee reviewed
the proposals based on the criteria established in RFP 2398. The selection committee then scored the proposals. Due to
the closeness of scores amongst the top proposals, the committee invited the top four (4) firms to make oral presentations.
After thorough deliberation, the committee selected a team led by StandPoint Public Affairs.

This ordinance authorizes the District to amend Contract #10733 with Parsons Water & Infrastructure, Inc. for an annual
extension to provide Watershed Consultant services for all projects included in the Deer Creek Sanitary System
Improvements project. The preliminary construction cost estimate for the entire Deer Creek Sanitary program is $420
million. The estimate design contract range for the entire program contract is between $30 to $38 million. Specific project
lump sum design appropriations totaling $6,404,000 in design costs and $1,806,000 for allowances, services during
construction, and contingencies to be used only with the approval of MSD associated with this contract in this fiscal year are
being appropriated separately and include the following projects:

Work Order No. 1 and 2 are work for project management including startup, reporting and tracking, scheduling, budgeting,
invoicing, establishing procedures for reporting, quality control, communications, document delivery procedures,
administrating project meetings, preparing agenda and meeting minutes, watershed training and workshops, and
documentation. This work also includes project scoping, recommendations for project sequencing and funding, public
participation, developing and maintaining a shared project website, managing sub-consultants and other various project
management tasks.
Work Order No. 3 is for preparing preliminary studies identified as a result of the design activities or other planning efforts.
Work Order No. 4 is for preparing pre-designs identified as a result of the design activities or other planning efforts.
Work Order No. 5 is for special services or required field investigations that might arise during preliminary studies, pre-
designs or designs such as determining sewer connectivity, locating manholes, survey, geotechnical investigations, wetlands
delineations, dye/dye flood testing, smoke testing, flow monitoring, water quality monitoring, flood plain investigations,
confirming field features, and other special investigations not included in a specific project or for future phases of work that
may include activities such as site environmental investigations or other studies.
Work Order No. 6 is work associated with additional planning effort as required, to review the Deer Creek GIS maps and
models, create functional databases, review current and planned projects in the watershed, assist in prioritizing studies and
projects to meet schedule and budget, evaluate and making recommendations for project and funding sequencing
enhancements, plot and study complaint maps, defect maps and aerials, and attend workshops to assist in development and
evaluation of required storage and pumping facilities versus larger replacement trunk sewers.
The total project MWBE commitment of 25% for the project duration per the original proposal is summarized in the following

This ordinance authorizes the District to amend Contract #10734 with Jacobs Engineering Group Inc. for an annual
extension to provide Watershed Consultant services for all projects included in the Lower and Middle RDP CSO Controls
System Improvements (11109) project. The preliminary construction cost estimate for the entire Lower and Middle RDP
program is $1,225,000,000. The estimated design contract range for the entire program contract is between $90 to $110
million. Initial funding for the final design for the Lemay Pump Station No. 1 Redundant Force Main (11123) project with an
estimated construction cost estimate of $14,375,000 was included in last year’s (FY2012) contract. This year’s (FY2013)
authorization includes the remaining design fee for that project, plus fees for pre-design work for the Lower and Middle RDP
CSO Controls System Improvements (11109) projects, and the remaining early study fees for the Maline Creek CSO projects
that involved defining flows and other design constraints to allow the start of the Pre-design Study.

Work Order No. 1 is for project management including establishing procedures for reporting, quality control, communications,
invoicing, scheduling, and documentation. This work also includes project scoping, recommendations for project sequencing
and funding, public participation, modeling support, and overall contract management and participation.
Work Order No. 2 is for final design of the Lemay Pump Station No. 1 Redundant Force Main (11123) project, which consists
of approximately 3,400 feet of 96-inch diameter force main installed in a tunnel between Lemay Pump Station No. 1 and the
Lemay Wastewater Treatment Plant. The total design fee for this project is $1,258,780 with an additional $450,000
estimated for construction phase services. $1,096,500 was assigned for this work in FY2012. $700,000 is being assigned in
FY2013 for a total assignment of $1,796,500.
Work Order No. 3 is for initial Maline Creek and Lemay Outfall 063 storage, treatment, and pump station investigations and
analyses. The total fee for this work order is $517,833.59. $390,000 was requested in FY2012 with the remaining $127,834
being requested in FY2013. This work consists of developing design flows and conceptual estimates.
Work Order No. 4 is for special services such as determining sewer connectivity, locating manholes, and confirming field
features. No additional funds are being requested for this work in FY2013.
Work Order No. 5 is for preparing preliminary studies for projects which are identified as a result of the design activities, or
for work associated with additional planning effort as required for regulatory projects within this project area. No additional
funds are being requested for this work in FY2013.
Work Order No. 6 is for pre-design of the deep storage tunnel, associated consolidation sewers, and a pump station serving
outfalls along the Lower & Middle River Des Peres. Initial activities include property survey work, geotechnical
investigations, identifying utilities and other possible conflicts, modeling to determine design flows, volumes, and impacts for
use in sizing the facilities, and preliminary design and construction cost estimates.
Work Order No. 9 is for development of a post-construction Monitoring Program Plan required by the Consent Decree to be
submitted by April 29, 2013.
