HomeMy Public PortalAbout1990-04ORDINANCE, NO. 1990 -4 S AN ORDINANCE APPROVING A NEW SCHEDULE OF WATER RATES AND CHARGES WHEREAS, the City of Greencastle owns and operates a municipal water system and collects rates and charges for the use of and the services rendered by said water system pursuant to I.C. 8- 1.5 -3 -8. WHEREAS, the existing rates and charges do not produce sufficient revenue to pay all the legal and other necessary expenses incident to the operation of such water system, including maintenance costs, operating charges, upkeep, repairs, depreciation, taxes and payments in lieu of taxes, interest charges on bonds and other obligations, to provide a sinking fund for the liquidation of bonds and other evidences of indebtedness, to provide adequate funds to be used as working capital, adequate funds for making improvements, and a reasonable return on the utility plant, and therefore do not O produce revenues sufficient to maintain such water system property in a sound physical and financial condition to render adequate and efficient service. Accordingly, said existing rates and charges ire not reasonable and just charges for services within the meaning and provisions of I.C. WHEREAS, it will be necessary to increase the existing rates and charges, subject to the final approval of the Indiana Utility Regulatory Commission, in order to provide sufficient funds to meet the financial requirements of said municipal water system, including payment in lieu of taxes, and an ordinance establishing a new schedule of rates and charges should be adopted by the common Council. WHEREAS, said new rates and charges will provide sufficient revenues to meet the financial requirements of the City's Municipal Water System including payments in lieu of taxes as set forth in I.C. 8- 1.5 -3 -8. Therefore, 0 1. " u " BE IT ORDAINED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF GREENCASTLE, INDIANA: SECTION I. That Chapter 715 of the Greencastle City Code is amended to read as follows: CHAPTER 715 WATERWORKS RATES AND CHARGES 715 -5. Application of Chapter For the use and service rendered by the waterworks system of the City of Greencastle, the rates and charges specified in this chapter will be applicable. 715 -10. Monthly Metered Rate Schedule METERED MONTHLY RATE Monthly Consumption Rate Per 100 Cubic Feet First 2,000 cubi.c feet $1.26 Next 6,000 cubic feet .80 All over 1.0,000 cubic feet .64 715 -15. Collection Charge for Delinquent Payment All bills for water services not paid within fifteen (15) days shall be subject to a collection or deferred payment • charge of ten percent (10 %) of the first three dollars ($3) and three percent (3 %) of the excess over three dollars ($3). 715 -35. If the main being tapped is located in a state highway, additional charges shall be made to cover state highway cut permit fees, which are estimated to be forty dollars ($40). (c) For larger or special services, individual u quotations will be given by the Department of Waterworks. 190 E 0 • II. EFFECTIVE DINE This ordinance shall be effective for all water service tendered after the date of approval of these rates and charges by the Indiana Utility Regulatory Commission.
