Appropriates additional funds for the acquisition of properties in the area of the 5700 block of Jennings Station Road in the City of Flordell Hills and Jennings to allow the removal of improvements in this area that are prone to flooding due to
inadequate drainage; enable the construction of a detention basin; to relieve combined sewer overflows (CSO); basement backups and flooding in a low elevation area containing a major trunk sewer. The effort will include the acquisition of the
properties through negotiation and/or condemnation if necessary; demolition of approximately 31 structures; and securing the site. Through the approval of this Board action, District Staff will be authorized to negotiate with property owners and
purchase all properties included in the scope without further Board action. Additional Board action will be necessary in the event an agreement cannot be reached with the property owners. A real property acquisition consultant will perform
all negotiations and management of the property acquisition from the first contact with the owners through the closing. The consultant will perform all services in accordance with the Code of Federal Regulations Uniform Relocations and Real
Property Assistance Act (49CFR Part 24, amended). The District will contract for the demolition, asbestos removal, and final restoration of the site and structures under separate contracts through the Purchasing Division. All of these activities
will be funded from this appropriation. Any development of a detention basin would be funded by a separate Board action.

This ordinance authorizes the District to enter into Amendment No. 1 to Contract #20477 with ADS Environmental
Services. The purpose of this contract is to provide District staff with information regarding separate sanitary, combined, and storm sewer system flows during dry and wet weather conditions at approximately 280 locations annually for
durations ranging from three (3) months to twelve (12) months. This data is a diagnostic tool that will be used to meet Consent Decree requirements, refine hydraulic models, determine project effectiveness, and support inflow/infiltration (I/I)
investigations. The data from these meters will also be used to support the District’s ongoing programs such as the CMOM, Asset Management, Sewer Prioritization, Stormwater Control Programs, the SSO Control Plan, the CSO Control
Plan, and the Infiltration & Inflow Reduction Program. This contract for flow metering and monitoring is $2,500,000. Approximately 15% of the metering locations will be installed specifically to provide data at regulatory and billing sites.
The remaining 85% of the meter locations will indirectly support Consent Decree requirements by providing pre and post construction data, updating models, and supporting other operational and engineering needs. This contract amendment

The work to be done under Contract #10422 is to continue to collect stream gauging information in 25 watersheds. For FY2018, the USGS will continue the operation and maintenance of the existing network of 40 stream gauging stations in
25 watersheds within the District’s area. Stream stage (water surface) and rainfall amounts will be collected with stream discharges (flow rates) determined for each gauging station. Stream stage will be measured and recorded at 5-minute
intervals and transmitted via satellite to the USGS and automatically downloaded into a database. Stage and discharge values will be displayed in a real-time fashion on the USGS public web page. In addition, data reports or evaluations are
provided by the USGS as an extension of staff, as requested for use by the District. The data will be used to provide reliable flood peak and stage estimates for use in hydrologic and hydraulic models or calculations at project locations
within a drainage basin. The data and calculation methods are typically used for projects utilizing stream gauging information and stream discharge estimates such as: Water quality data evaluation and modeling, post construction
monitoring program for CSO LTCP Consent Decree compliance, Phase II Stormwater program, streambank stabilization; CSO LTCP evaluations and planning; stream geomorphic assessments and stability; flood proofing and buyout
evaluations; review and validation of private development projects (subdivisions, culvert, and bridge replacements); floodplain study evaluations; flooding complaint evaluations; Operations support; legal lawsuit defense and support; and
Stormwater and Watershed Facilities planning. In addition to stream gauging, the USGS will perform groundwater table evaluations to assist the District in analyzing sanitary sewer inflow and infiltration.

This ordinance authorizes the District to amend Contract #20455 with Geosyntec Consultants, Inc. The purpose of this contract is to perform water quality sampling to comply with the Post Construction Monitoring Program as required in the
Federal Consent Decree. Samples will be collected from six sites in the Mississippi River on a bi-weekly basis. Samples will also be collected from three sites on the Missouri River once every four weeks to help establish upstream background
concentrations and water quality impacts from the St. Louis area. Field water quality analysis and stream observations will be performed as required by the Federal Consent Decree. The contract will consist of the following components:

This ordinance authorizes the District to amend Contract #20506 with HDR Engineering, Inc. This will be the second year of the three-year contract. The purpose of this project is to provide up to $100,000 annually of water quality and other
environmental regulatory support to help ensure District compliance with all environmental laws and regulations. This contract will utilize HDR to provide MSD with regulatory support for a wide variety of environmental issues including,
MDNR Water Quality Standards (WQS); Total Maximum Daily Loads (TMDLs); Integrated Planning; 303(d) List of Impaired Waters and Listing Methodology Documents; air pollution control; and solid and hazardous waste management.
HDR will attend MDNR, EPA, and other regulatory agency meetings; review and comment on draft and proposed environmental regulations and policies; evaluate and interpolate environmental data; and assist District staff with
environmental permitting and developing compliance strategies. A scope of work will be developed for each regulatory issue on an as needed basis and the consultant must submit a list of tasks to be performed and the estimated cost, which
must be approved by District staff prior to proceeding with each project. This contract is for a total maximum contract amount of $100,000.

Additional Comments: The appropriation for support services is equal to the proposed funding presented in the CIP Budget Supplement. Although there is no MWBE goal for this contract, the consultant has indicated that an effort will be
made to utilize MWBE subcontractors as the scope of work is developed for each project.
