SUMMARY EXPLANATION/BACKGROUND: Contractor: N/A Previous District Contract: Yes Consultant: ADS Environmental Services 13266 Lakefront Drive Earth City, MO 63045 Agency: N/A Number of proposers: N/A Appropriation Amount: $2,500,000.00 Designer’s Estimate: N/A MBE/WBE Participation: 21.81% (Overall – 20.28%) (No MWBE Goal) Gonzalez Companies, LLC (Hispanic) – 7.78% - MBE (This Amendment – 6.25%) Civil Design, Inc. – 6.25% - WBE (This Amendment – 6.25%) TREKK Design Group, LLC – 7.78% - WBE (This Amendment – 6.25%) Total = 18.75% Type of Contract: Unit Cost Properties Affected: N/A Properties Benefiting: N/A Designed by: N/A This ordinance authorizes the District to enter into Amendment No. 1 to Contract #20477 with ADS Environmental Services. The purpose of this contract is to provide District staff with information regarding separate sanitary, combined, and storm sewer system flows during dry and wet weather conditions at approximately 280 locations annually for durations ranging from three (3) months to twelve (12) months. This data is a diagnostic tool that will be used to meet Consent Decree requirements, refine hydraulic models, determine project effectiveness, and support inflow/infiltration (I/I) investigations. The data from these meters will also be used to support the District’s ongoing programs such as the CMOM, Asset Management, Sewer Prioritization, Stormwater Control Programs, the SSO Control Plan, the CSO Control Plan, and the Infiltration & Inflow Reduction Program. This contract for flow metering and monitoring is $2,500,000. Approximately 15% of the metering locations will be installed specifically to provide data at regulatory and billing sites. The remaining 85% of the meter locations will indirectly support Consent Decree requirements by providing pre and post construction data, updating models, and supporting other operational and engineering needs. This contract amendment for $2,500,000 will bring the total maximum contract amount to $5,000,000. This will be the first renewal of the original contract. FUNDING/COST SUMMARY: Budgeted: Capital Improvement Program Budget Year: FY2018, Pg. 28 Amount: $2,500,000 Fund Name: #1101 – General Fund Pg 34 Revised: 8/3/2017 4:11 PM Additional Comments: The District will extend the Flow Metering and Monitoring (2017) (12759) contract to ADS Environmental Services for FY2018 based on their performance in FY2017. In calendar years 2016 and 2017, the ADS Environmental Services team was able to install more than 280 meters with an average percent data capture of 95% for less than the appropriation amount. Typically, the number of meters needed each year greatly exceed 280. The appropriation amount is equal to the proposed funding presented in the CIP Budget Supplement, and is needed in order to meet the requirements of the Consent Decree, as well as other pre and post construction monitoring and modeling needs. Per the contract, the installation costs will increase approximately 4%. The monthly maintenance costs will remain the same. PREVIOUS BOARD ACTION RELATED TO THIS ACTION: 10/13/16 – Ord. Type of Contract: Lump Sum Fee Properties Affected: N/A Properties Benefiting: N/A Designed by: N/A The work to be done under Contract #10422 is to continue to collect stream gauging information in 25 watersheds. For FY2018, the USGS will continue the operation and maintenance of the existing network of 40 stream gauging stations in 25 watersheds within the District’s area. Stream stage (water surface) and rainfall amounts will be collected with stream discharges (flow rates) determined for each gauging station. Stream stage will be measured and recorded at 5-minute intervals and transmitted via satellite to the USGS and automatically downloaded into a database. Stage and discharge values will be displayed in a real-time fashion on the USGS public web page. In addition, data reports or evaluations are provided by the USGS as an extension of staff, as requested for use by the District. The data will be used to provide reliable flood peak and stage estimates for use in hydrologic and hydraulic models or calculations at project locations within a drainage basin. The data and calculation methods are typically used for projects utilizing stream gauging information and stream discharge estimates such as: Water quality data evaluation and modeling, post construction monitoring program for CSO LTCP Consent Decree compliance, Phase II Stormwater program, streambank stabilization; CSO LTCP evaluations and planning; stream geomorphic assessments and stability; flood proofing and buyout evaluations; review and validation of private development projects (subdivisions, culvert, and bridge replacements); floodplain study evaluations; flooding complaint evaluations; Operations support; legal lawsuit defense and support; and Stormwater and Watershed Facilities planning. In addition to stream gauging, the USGS will perform groundwater table evaluations to assist the District in analyzing sanitary sewer inflow and infiltration. A web-based Watershed and Stream Flow Statistics application will also be made available integrating the 40 stream gauges and MSD watershed data sets for District usage for our various CSO, sanitary, and stormwater programs. In addition, the USGS is undertaking a flood inundation mapping tool for the Lower Meramec River. During periods of flooding or for flood planning, the tool can be used to identify potential flooding at District facilities from the Meramec River. The total cost for Stream Flow Program is $748,770 with the District contributing $605,000 and the USGS contributing $143,770 in matching services for this program. Additional funds for stream flow gauging are identified in future CIRPs. Contracted planning resources utilized: Watershed Facility Planning, Combine Sewer Area Flow Metering & Monitoring, Separate Sewer Area Flow Metering & Monitoring, Modeling, and Radar Rainfall Data.
