assistance through a Green Infrastructure Grant Program for construction of green infrastructure. The purpose of this
project is to reduce combined sewer overflows into the Mississippi River per the Long Term Control Plan. The 24:1
Parkway Collaborative is comprised of two municipalities – the City of Pine Lawn and the City of Northwoods; and two
non-profit partners – Beyond Housing and the 24:1 Community Land Trust. This project will reduce runoff volume by
removing asphalt pavement and incorporating bioretention areas within the street corridor, as well as in a permanent park
area at the northern end of the project. Approximately 21 homes will be removed to create the park. Total cost of the
project is estimated at $5,600,000. The green infrastructure component is estimated at $3,100,000 and the 24:1 Parkway
Collaborative is requesting approximately $3,100,000 reimbursement for the project. This project has been approved by

The buyout/acquisition of properties and easements in the area North of Interstate 255 and east of Interstate 55 on the
west side of the Mississippi River in unincorporated St. Louis County, Missouri to allow for the area necessary to
accommodate the construction of a sanitary storage tunnel and pumping station. The effort will include the acquisition of
the property and/or easements through negotiation and/or condemnation, if necessary, and securing the site. Through
the approval of this Board action, District staff will be authorized to negotiate with the property owner and purchase the
property included in the scope without further Board action. A real property acquisition consultant will perform all
negotiations and management of the property acquisition from the first contact with the owners through the closing. The
consultant will perform all services in accordance with the Code of Federal Regulations Uniform Relocations and Real
Property Assistance Act (49CFR Part 24, amended). The District will contract for any demolition, securing of the site,
utility relocation, and final restoration of the site under separate contracts through the Purchasing Division. All of these

construction of improvements required by the floodplain development permit issued by the City of Maryland Heights for

storage that is required to mitigate the impact of fill placed in the floodplain. The HBLD has incorporated the District’s
work into the scope of a larger project. Reimbursement for the District’s portion of the work will be made after
construction and approval of the work, which is scheduled for completion by December 31, 2015.

The work to be done under Contract #10422 is to continue to collect stream gauging information in 25 watersheds. For
FY2016, the USGS will continue the operation and maintenance of the existing network of 38 stream gauging stations in
25 watersheds within the District’s area. Stream stage (water surface) and rainfall amounts will be collected with stream
discharges (flow rates) determined for each gauging station. Stream stage will be measured and recorded at 5-minute
intervals and transmitted via satellite to the USGS and automatically downloaded into a database. Stage and discharge
values will be displayed in a real-time fashion on the USGS public web page. In addition, data reports or evaluations are
provided by the USGS as an extension of staff, as requested for use by the District. The data will be used to provide
reliable flood peak and stage estimates for use in hydrologic and hydraulic models or calculations at project locations
within a drainage basin. The data and calculation methods are typically used for projects utilizing stream gauging
information and stream discharge estimates such as: Water quality data evaluation and modeling, post construction
monitoring program for CSO LTCP Consent Decree compliance, Phase II Stormwater program, streambank stabilization;
CSO LTCP evaluations and planning; stream geomorphic assessments and stability; flood proofing and buyout
evaluations; review and validation of private development projects (subdivisions, culvert, and bridge replacements);
