During construction of this project the contractor has encountered multiple errors and omissions in the contract documents. The issues encountered with the specifications include:
The bidding documents did not include a technical specification for “Earthwork” nor did the documents supply enough
detail to construct the building footings.
• The interior roll-up truck door for the building will not fit with the structural supports in the building. Modifications to the design needed to be made to change the roll-up door to an external door.
• The City of St. Louis requires an Oil-Gas-Grit separator as part of the construction of this building. This was not included in the contract documents and has been added to the contract.
The District has given Tetra Tech, Inc. official notice of their design errors and omissions and the District will be seeking
reimbursement for these extra costs.
Additionally, during construction a buried concrete slab was encountered while excavating for the foundation of the building. Portions of this concrete slab needed to be removed to install the foundation, oil/gas/grit separator, and utilities
for the building. This concrete slab was buried and could not have been foreseen by either the design engineer or contractor. This additional work is expected to be funded by Bond proceeds.

The work to be done under Contract #10422 is to continue to collect stream gauging information in 25 watersheds. For FY2019, the USGS will continue the operation and maintenance of the existing network of 40 stream gauging stations in
25 watersheds within the District’s area. Stream stage (water surface) and rainfall amounts will be collected with stream discharges (flow rates) determined for each gauging station. Stream stage will be measured and recorded at 5-minute
intervals and transmitted via satellite to the USGS and automatically downloaded into a database. Stage and discharge values will be displayed in a real-time fashion on the USGS public web page. In addition, data reports or evaluations are
provided by the USGS as an extension of staff, as requested for use by the District. The data will be used to provide reliable flood peak and stage estimates for use in hydrologic and hydraulic models or calculations at project locations
within a drainage basin. The data and calculation methods are typically used for projects utilizing stream gauging information and stream discharge estimates such as: Water quality data evaluation and modeling, post construction
monitoring program for CSO LTCP Consent Decree compliance, Phase II Stormwater program, streambank stabilization; CSO LTCP evaluations and planning; stream geomorphic assessments and stability; flood proofing and buyout

Contracts, by updating the District’s list of approved Commercial Paper Issuers.
Why is this action necessary?: Under provisions of Ordinance No. 14294, Section Three, adopted on December 10, 2015, the list of Approved Commercial Paper Issuers may
be modified from time to time by resolution of the Board of Trustees of the District.
What does this action accomplish? The Secretary-Treasurer’s Office, with the assistance of their Investment
Consultant, modified the list of approved commercial paper issuers based off of current credit metrics and Outlooks.
