Pg 7 Revised: 1/4/2018 11:03 AM 42 Introduction of Proposed Ordinance No. 14867 - Revisions for Customer Assistance Program 2018 Repealing Ordinance No. 13826, as adopted May 8, 2014, and enacting a new ordinance in lieu thereof establishing a Customer Assistance Program (formally known as Low Income Assistance Program) providing for reduced Wastewater User Charges and Stormwater Service Charges to Eligible Customers of The Metropolitan St. Louis Sewer District. 43 Introduction of Proposed Ordinance No. 14868 - Content Analytics Cleanup Software and Service Project No. RFP 9021 Authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Accelerated Information Systems (AIS) whereby AIS will provide Content Analytics for the District. RESOLUTIONS 44 Adoption of Resolution No. 3392, Ruby L. Bonner served on the Board of Trustees of The Metropolitan St. Louis Sewer District from May 8, 2014, to December 31 2017, having held the position of Chair of the Finance Committee and serving on the Stakeholder Relations, Program Management, Audit, and Pension Committee. 45 Adoption of Resolution No. 3393, Transfer of Fund Balance The adoption of Resolution No. 3393 will transfer sums of monies from the Operation, Maintenance and Construction Improvement Funds of Fountain Creek 5569, North Affton 5579, North Kinloch 5580, and Shrewsbury Branch of River Des Peres, and any monies hereinafter received by said Fund. 46 Adoption of Resolution No. 3394, Rules and Regulations and Engineering Design Requirements for Sanitary Sewer and Stormwater Drainage Facilities The staff of The Metropolitan St. Louis Sewer District has proposed revisions and amendments to the Rules and Regulations and Engineering Design Requirements for Sanitary Sewer and Stormwater Drainage Facilities for all sewer and drainage facilities projects which are permitted by or intended to be dedicated to The Metropolitan St. Louis Sewer District for public operation and maintenance. 47 Adoption of Resolution No. 3395, Stipend Payment for Design-Build Projects The adoption of Resolution No. 3395 will authorize staff of The Metropolitan St. Louis Sewer District to commit to paying stipends during the Request for Proposal process of a Design-Build procurement process according to established policy and procedure for design-build proposals on capital- improvement projects identified in the Capital Improvement and Replacement Program Budget. 48 ANY OTHER BUSINESS THAT MAY PROPERLY BE BROUGHT BEFORE THE BOARD 49 ADJOURNMENT Pg 8 Revised: 1/4/2018 11:03 AM AGENDA ITEM NUMBER: Introduction of Proposed Ordinance No. 14855 NAME OF PROJECT: CSO Volume Reduction Green Infrastructure – Jubilee Community Church (12772) LOCATION: 4231 North Grand Avenue in the City of St. Louis, Missouri TYPE OF PROJECT: Cost Share for Green Infrastructure Construction (015.0 Construction Costs) DEPARTMENT REQUESTING ACTION: Engineering REQUESTED ACTION: Why is this action necessary?: Authorizes staff to enter into an agreement with Jubilee Community Church. What does action accomplish?: Provides Green Infrastructure Grant for construction of green infrastructure to reduce combined sewer overflows, as required by Consent Decree. The purpose of this project is to reduce combined sewer overflows into the Mississippi River per the Long Term Control Plan. This project will reduce runoff volume with the installation of a rainwater harvesting system. Total cost of the project is estimated at $325,000 and Jubilee Community Church is requesting approximately $325,000 reimbursement for the cost of green infrastructure. This project has been approved by the MDNR/EPA as an early action project under the conditions outlined in the Long Term Control Plan.
