The work done under the emergency Contract #20323 consists of the dewatering, excavation and repair of approximately
150 feet of 8-inch sanitary sewer pipe and repair of the damaged Chesterfield Commons Pump Station No. 4. District staff declared this project an emergency on July 24, 2015. The contractor, Fred M. Luth & Sons has been selected per
MSD Emergency Declaration Policy. The repair is expected to be complete by January 31, 2016. The estimated cost of $500,000 includes construction costs to dewater, excavate, and repair approximately 150 feet of 8-inch sanitary sewer pipe and
make repairs to the damaged Chesterfield Commons Pump Station No. 4. The contractor is encouraged to employ MWBE firms to the extent practical. Further investigation revealed damage has occurred to the pump station mechanical
system and pumps. During excavation, it was determined the subgrade of the pump station and the sanitary manhole needed stabilization work beyond what was initially expected. The delay in restoration of power service from Ameren and
the gas service from Laclede Gas caused the pump station startup to be delayed by approximately four weeks. This delay has extended the bypass pump time period incurring increased costs beyond the initial estimate. This supplemental
appropriation of $500,000 will fund these additional costs not known at the time of the initial assessment of the pump station. This will bring the total appropriation for this emergency repair contract to $1,800,000.

This ordinance authorizes the District to enter into an intergovernmental agreement with the City of St. Louis, Missouri under Contract 20392. The City of St. Louis is currently under the obligation to perform a certification of the flood
protection system along the Mississippi River in St. Louis. MSD has obligations by ordinance and resolution to the City of St. Louis, as local sponsor of the flood protection project, that requires coordination, design, construction, and operations
and maintenance of all pumping stations, and sanitary and storm sewer systems within the flood protection system as part of the Mississippi River Flood Protection Project authorized by Congress in 1955. The work to be done consists of the
construction and analysis of 43 individual models to simulate flooding conditions associated with 28 pumping stations and 15 pressurized sewer areas along the floodwall. This agreement provides reimbursement up to $220,000 to the City of St.
Louis for the performance of this work. The total cost of the Flood Protection Certification Project is estimated to be approximately $1.8 million.

REQUESTED ACTION:
Why is this action necessary?: MSD wishes to gain a more thorough understanding of the public’s and
other stakeholders opinions toward the role that the District serves within our community and the quality of the services that the District provides.
What does action accomplish?: Authorizes the District to exercise the first year of a contract with the ETC Institute for Customer Satisfaction Surveying.

Customer Satisfaction Surveying was first conducted by the District in 1996 and is conducted annually. Today, surveying measures all areas of customer service. Results are used to measure customer awareness of MSD’s role in the
community and rate the quality of services the District provides.
MSD issued RFP 6209 for 2016 surveying services. Said RFP requested contract option years for 2017 and 2018 surveying services, exercisable at the sole discretion of MSD. MSD received three (3) responses to the RFP. Based on
the submittals, ETC Institute was selected by an RFP review committee.

This ordinance will authorize MSD to enter into a contract with ETC Institute for customer surveying services. Said contract will entail:
• Annual Customer Satisfaction Survey – Conducted annually, this surveying is used to measure customer awareness of MSD’s role in the community and the services that it provides. The surveying extends to measuring
the value that customers/the community place on MSD services.
• Post-Contact Customer Survey – This surveying targets MSD customers that have contacted the District through either its customer service number or its billing number. The surveying gathers input on the customer’s
experience immediately after their contact with MSD or a requested MSD service is completed. The surveying extends to a customers experience with any MSD field personnel dispatched to handle the customer’s call.
• Construction Project Surveying – This surveying allows the District to gauge the experience that customers living in close proximity to MSD construction projects have with a project’s execution.
• Backup Insurance Program Survey – This surveying has not been previously conducted by MSD. The surveying will gauge the experience of a customer impacted by a basement backup and covered by MSD’s basement backup insurance programs.
• Cashier Window Survey – This surveying allows the District to gauge the experience of customers that pay their bills at the Cash Window at the District’s administrative offices located at 2350 Market Street, St. Louis, MO,
63103.
• Permit & Design Review Survey – This surveying allows the District to measure the quality and effectiveness of
the services that MSD provides for those individuals and contractors seeking to develop property and/or tap into MSD’s sanitary system.
• Walk-In Billing Problem Resolution Survey – This surveying has not been previously conducted by MSD. On a weekly basis, numerous customers visit MSD’s administrative offices to resolve billing or other account issues.
This surveying will allow the District to measure the service experience of these customers.
• Stormwater Quality Survey – This survey has been conducted previously, and is used by MSD to assess the level of public awareness of stormwater non-point source pollution to measure the Phase II public education program
effectiveness. This survey is a regulatory requirement of MSD’s Phase II Stormwater Permit.
Results of all surveying have been/will be used to improve customer service and the performance of MSD staff and contractors.
The terms for these services call for a dollar amount not to exceed $88,750.00. The timeframe covered by this contract is calendar year 2016 (January 1, 2016, to December 31, 2016).
If fiscal conditions or operational needs in calendar year 2016 warrant, all or part of the surveying programs listed above
can be cancelled, modified, or rescheduled.
The ETC Institute previously provided surveying services for MSD from 2002 through 2015.
All 2016 surveying activities will be reported to the Board of Trustees in the spring of 2017.
