The work to be done under Contract #20272 consists of the construction of approximately 8,490 lineal feet of sanitary sewer force main varying in size from 4-inches to 30-inches in diameter, sliplining of 510 lineal feet of 36-inch force main,
and appurtenances. The purpose of this project is to provide additional force main capacity and to replace existing
deteriorating force main. This project is scheduled to be completed in 85 days. FUNDING/COST SUMMARY:

Additional Comments: This construction is the sixth phase of a multi-phase improvement program that was bid in two bid packages. This is the second package of this phase. Redundancy will be provided for the existing force main when
these two packages are constructed. This is the third funding request for this project. The funds requested on May 12, 2016 were for the costs associated with the February 2016 emergency repair to the existing force main and costs
associated with site stabilization near four critical water transmission lines feeding the St. Louis region. This request funds the projected additional dewatering necessary to construct the force main due to high water conditions in the
Missouri River Valley during the construction time period.

Staff is requesting introduction and adoption at the March 16, 2017 Board meeting due to the costs associated with a
delay to resolve the continuation of the tunnel boring which has ceased due to the soil conditions. This project is expected to be funded by Bond proceeds.

This ordinance authorizes the District to enter into an agreement with USH, LLC to provide financial assistance through a
Green Infrastructure Grant Program for construction of green infrastructure. The purpose of this project is to reduce combined sewer overflows into the Mississippi River per the Long Term Control Plan. This project will reduce runoff
volume with the installation of bioretention and rainwater harvesting. Total cost of the project is estimated at $2,500,000, and USH, LLC is requesting approximately $1,900,000 reimbursement for the cost of green infrastructure. This project has been approved by the MDNR/EPA as an early action project under the conditions outlined in the Long Term Control
Plan.

The District is naming the fifteen firms selected to make up the underwriter pool to market $900 million of bonds that were
authorized at the April 5, 2016 election. For each individual bond sale, a team of approximately 7 firms from these 15 will form the team for the specific bond sale. Each syndicate will meet the District's MWBE goals and will be based on the
actual sales volume of each sale. Proposals were solicited from thirty five firms and thirty-one firms responded. Of the thirty-one firms that responded, 10 firms were either minority or woman owned.

The work to be done under emergency Contract #20645 consists of the excavation and repair of approximately 225 feet of 8-inch clay pipe, replacement of two existing manholes and restoration work to the existing roadway as necessary. The
existing sanitary sewer has collapsed and is causing overflows from the sanitary system. District staff declared this project an emergency on February 27, 2017. The contractor, J.H. Berra Construction Company, has been selected per MSD Emergency Declaration Policy. The repair has started and is expected to be complete before March 30, 2017.
