Marschuetz Construction for the aforesaid private I/I removal and storm sewer construction. 18 Adoption of Proposed Ordinance No. 14810 - Big Bend to Papin Storm Sewer Phase I (10035) Appropriating Two Hundred Twenty Thousand Dollars ($220,000.00) from the Operation, Maintenance, Construction, and Improvement Fund of Seminary Branch of River Des Peres and Five Hundred Fifty-Five Thousand Dollars ($555,000.00) from the Districtwide Stormwater Fund to be used for storm sewer construction in Big Bend to Papin Storm Sewer Phase I (10035) in the City of Webster Groves, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21313 with ABNA Engineering, Inc. for the aforesaid storm sewer construction. 19 Adoption of Proposed Ordinance No. 14811 - Edgehill Drive #1021 – 1029 Storm Sewer (11160) Appropriating One Hundred Fifty Thousand Dollars ($150,000.00) from the Operation, Maintenance, Construction, and Improvement Fund of Maline Creek to be used for storm sewer construction in Edgehill Drive #1021 – 1029 Storm Sewer (11160) in the City of Ferguson, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21233 with ABNA Engineering, Inc. for the aforesaid storm sewer construction. Pg 4 Revised: 11/2/2017 8:38 AM CONSENT AGENDA ORDINANCES 20 Adoption of Proposed Ordinance No. 14812 - Patrina Court Bank Stabilization (11018) * Declaring the necessity for the acquisition of temporary construction easements in certain real property within The Metropolitan St. Louis Sewer District for the purpose of construction of a natural channel stabilization with appurtenances in the project known as Patrina Court Bank Stabilization (11018) in Unincorporated St. Louis County, Missouri to serve the needs of residents of the area, and authorizing staff to proceed with further condemnation efforts related to the project, including but not limited to the purchase and/or the filing of all necessary court pleadings or documents to commence and prosecute formal legal proceedings for the acquisition of said temporary construction easements. 21 Adoption of Proposed Ordinance No. 14813 - General Services Agreement – Facility & Sewer Design (2018) Contract A (12396) Appropriating Four Hundred Thousand Dollars ($400,000.00) from the Sanitary Replacement Fund to be used for general engineering services in General Services Agreement – Facility & Sewer Design (2018) Contract A (12396) in the Various Locations Within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21614 with HDR Engineering, Inc. for the aforesaid engineering services. 22 Adoption of Proposed Ordinance No. 14814 - General Services Agreement – Facility & Sewer Design (2018) Contract B (12894) Appropriating Four Hundred Thousand Dollars ($400,000.00) from the Sanitary Replacement Fund to be used for general engineering services in General Services Agreement – Facility & Sewer Design (2018) Contract B (12894) in the Various Locations Within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21615 with CDG Engineers, Inc. for the aforesaid engineering services. 23 Adoption of Proposed Ordinance No. 14815 - General Services Agreement – Geotechnical (2018) Contract A (12388) Appropriating Fifty Thousand Dollars ($50,000.00) from the Districtwide Stormwater Fund to be used for general geotechnical services in General Services Agreement – Geotechnical (2018) Contract A (12388) in the Various Locations Within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21616 with Reitz & Jens Inc.for the aforesaid geotechnical services. 24 Adoption of Proposed Ordinance No. 14816 - General Services Agreement – Geotechnical (2018) Contract B (12389) Appropriating Fifty Thousand Dollars ($50,000.00) from the Sanitary Replacement Fund to be used for general geotechnical services in General Services Agreement – Geotechnical (2018) Contract B (12389) in the Various Locations Within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21617 with Hanson Professional Services, Inc. for the aforesaid geotechnical services. Beck, LLC, whereby The Law Offices of Jonathan P. Beck, LLC would provide legal services for the collection of excess proceeds from properties sold at the St. Louis City tax sale auctions. 49 Adoption of Resolution No. 3382, Federal and Missouri Clean Water Act – Legal Services – AquaLaw, PLC 25 The Adoption of Resolution No. 3382 will exercise option year three (3) of the contract previously authorized by Ordinance No. 13996, adopted November 13, 2014, which authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with AquaLaw, P.L.C., whereby AquaLaw P.L.C. would provide legal consulting services on matters involving the Federal Clean Water Act, the Missouri Clean Water Act, and associated regulations and policies to the District. Pg 10 Revised: 11/2/2017 8:38 AM New Business Agenda Item No. Name Page No. RESOLUTIONS 50 Adoption of Resolution No. 3383, Federal and Missouri Clean Water Act – Legal Services – Evans & Dixon, LLC 26 The Adoption of Resolution No. 3383 will exercise option year three (3) of the contract previously authorized by Ordinance No. 13994, adopted November 13, 2014, which authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Evans & Dixon, LLC, whereby Evans & Dixon, LLC would provide legal consulting services on matters involving the Federal Clean Water Act, the Missouri Clean Water Act, and associated regulations and policies to the District. 51 Adoption of Resolution No. 3384, Federal and Missouri Clean Water Act – Legal Services – Shook Hardy & Bacon 27 The Adoption of Resolution No. 3384 will exercise option year three (3) of the contract previously authorized by Ordinance No. 13995, adopted November 13, 2014, which authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Shook, Hardy & Bacon, LLP, whereby Shook, Hardy & Bacon, LLP would provide legal consulting services on matters involving the Federal Clean Water Act, the Missouri Clean Water Act, and associated regulations and policies to the District. 52 Adoption of Resolution No. 3385, Employee Assistance Plan Benefits Renewal 28 The Adoption of Resolution No. 3385 will extend the contract with BJC Employee Assistance Program that was previously authorized by Ordinance No. 14291, adopted December 10, 2015, and authorized the Executive Director on behalf of the Metropolitan St. Louis District to enter into a contract with BJC Employee Assistance Program to administer the District’s Employee Assistance Program (E.A.P.) for the District’s employees and family members. 53 Adoption of Resolution No. 3386, First Source Hiring Program - SLATE 29 The Adoption of Resolution No. 3386 will extend the contract with The St. Louis Agency of Training and Employment (SLATE) that was previously authorized by Ordinance No. 13730, adopted October 10, 2013, and authorized the Executive Director on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with SLATE to administer the District’s First Source Hiring Program and to provide outreach and tracking of applicants hired with the service area. Today, surveying measures all areas of customer service. Results are used to measure customer awareness of MSD’s role in the community and rate the quality of services the District provides. In 2015, MSD issued RFP 6209 for 2016 surveying services. Said RFP requested contract option years for 2017 and 2018 surveying services, exercisable at the sole discretion of MSD. MSD received three (3) responses to the RFP. Based on the submittals, ETC Institute was selected by an RFP review committee. This resolution will authorize MSD to exercise year three (3) of an existing contract with the ETC Institute for customer surveying services. The surveying gathers input on the customer’s experience immediately after their contact with MSD or a requested MSD service is completed. The surveying extends to a customers experience with any MSD field personnel dispatched to handle the customer’s call. • Construction Project Surveying – This surveying allows the District to gauge the experience that customers living in close proximity to MSD construction projects have with a project’s execution. • Backup Insurance Program Survey – This surveying has not been previously conducted by MSD. The surveying will gauge the experience of a customer impacted by a basement backup and covered by MSD’s basement backup insurance programs. • Cashier Window Survey – This surveying allows the District to gauge the experience of customers that pay their bills at the Cash Window at the District’s administrative offices located at 2350 Market Street, St. Louis, MO, 63103. • Permit & Design Review Survey – This surveying allows the District to measure the quality and effectiveness of the services that MSD provides for those individuals and contractors seeking to develop property and/or tap into MSD’s sanitary system. • Walk-In Billing Problem Resolution Survey – This surveying has not been previously conducted by MSD. On a weekly basis, numerous customers visit MSD’s administrative offices to resolve billing or other account issues. This surveying will allow the District to measure the service experience of these customers. Results of all surveying have been/will be used to improve customer service and the performance of MSD staff and contractors. The terms for these services call for a dollar amount not to exceed $85,000. The timeframe covered by this contract is calendar year 2018. If fiscal conditions or other operational needs in calendar year 2018 require, all or part of the surveying programs listed above may be cancelled, modified, or rescheduled.
