A RESOLUTION: AWARDING THE FISCAL YEAR 2021 SNOW AND ICE
REMOVAL SERVICES CONTRACT TO MULTIPLE
CONTRACTORS IN THE AMOUNT OF $149,803
WHEREAS, the Fiscal Year 2021 Snow Removal Services contract is required to assist
Town staff with snow removal on town owned and maintained streets; and
WHEREAS, in response to three public solicitations for bids and quotes for the Snow
and Ice Removal Services Contract, the Town received fifteen bids or quotes on or before
August 28, 2020; and
WHEREAS, contractors were able to bid the equipment that they had in order to fill
the list of equipment that the Town needed; and •
WHEREAS, all vehicles went through a review process and the contractors that were
successful bidders, i.e. lowest pricing per hour and had equipment passing the review were
from the following firms:
• Amazing Outdoors, LLC $74,660.00 per 8.5 hours
o 10—2-ton plow trucks
o 2—8-Ton plow Trucks
o 6—Loaders
o 3 —Backhoes
o 3 —Skid Loaders
o 1— Grader
o 2—Snow Blowers

CONTRACTORS IN THE AMOUNT OF $149,803
WHEREAS, the bids and quotes were evaluated by the Director of Public Works and
Capital Projects and the Chief Procurement Officer in accordance with the Town Procurement
Policy; and
WHEREAS, all equipment has been reviewed by the Town's Fleet Maintenance
Division to ensure that each piece of equipment meets the bid specifications; and
WHEREAS, Amazing Outdoors, LLC, Arbogast Lawn & Tree, Inc., Blake
Landscapes, Inc., Bramhall Trucking, Inc., Brookfield Site Development, Inc., Crudbusters,
The Deck Hands, LLC, Donnie Dehaven Lawn Service and Maintenance, Inc., Goose Creek
Contractors, LLC, Homeland Contractors, LLC, MTR-Mobile Truck Repair, LLC, Ugarte
Reiss, Inc., and Wilfredo Chirque were determined the lowest responsive and responsible
bidders; and
WHEREAS, this is an hourly contract with mobilization and demobilization costs
included and the hourly rate multiplied by 8.5 hours plus the mobilization and demobilization
costs have been calculated to establish the initial contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, funding in the amount of$149,803.00 is available within the Department
of Public Works and Capital Projects budget for snow removal services; and
WHEREAS, the Director of Public Works and Capital Projects recommends awarding
the contract to Amazing Outdoors, LLC, Arbogast Lawn & Tree, Inc., Blake Landscapes,
Inc., Bramhall Trucking, Inc., Brookfield Site Development, Inc., Crudbusters, The Deck
Hands, LLC, Donnie Dehaven Lawn Service and Maintenance, Inc., Goose Creek
Contractors, LLC, Homeland Contractors, LLC, MTR-Mobile Truck Repair, LLC, Ugarte
Reiss, Inc., and Wilfredo Chirque; and
WHEREAS,no additional funding is required for the initial award of 8.5 hours,however
a supplemental appropriation will be required for any events longer than the initial award of
the contract.

THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that
the Town Manager is authorized to execute a contract in a form approved by the Town
Attorney with Amazing Outdoors LLC, in the amount of$74,660.00; Arbogast Lawn&Tree,
Inc., in the amount of $8,992.50; Blake Landscapes, Inc., in the amount of $12,207.50;
Bramhall Trucking, Inc., in the amount of$4,305.00; Brookfield Site Development, Inc., in
the amount of$9,917.50; Crudbusters, in the amount of$3,693.00; The Deck Hands, LLC, in
the amount of$1,855.00; Donnie Dehaven Lawn and Maintenance, Inc., in the amount of
$11,017.50; Goose Creek Contractors, LLC in the amount of $4,560.00; Homeland
Contractors, LLC, in the amount of $10,240.00; MTR-Mobile Truck Repair, LLC, in the
amount of$4,475.00; Ugarte Reiss, Inc., in the amount of$2,025.00; and, Wilfredo Chiroque,
in the amount of$1,855.00; for the initial 8.5-hours of Snow Removal Services.
