A RESOLUTION: APPROVAL OF LIBERTY STREET ART MURAL
WHEREAS, the Leesburg Town Council supports the Commission on Public Art,
established in 2006 (COPA Article XII Section 2-100 of the Leesburg Town Code); and
WHEREAS, the work of the Commission on Public Art encourages and supports art
to enhance Leesburg's identity while demonstrating the value of art and creativity within the
community; and
WHEREAS, the Commission on Public Art has received a proposal from local artist
Sung Hee Kim, owner of Sagetopia, for a mural design that would depict flowers and the word
"Flourish".
WHEREAS, the mural art would be painted on the west facing wall of the Town Shop
located at 204 Liberty Street SW; and
WHEREAS, the painting would take about one month for completion and would
cover the entire wall, which measures 37 feet by 9 feet.; and
WHEREAS, the Friends of Leesburg Public Arts has agreed to provide funding for the
project in the amount of$500, and the artist has agreed to fund any additional cost of the
project through sales of posters depicting the artwork; and
WHEREAS, no funding from the Town is being requested; and
WHEREAS, minimal staff time by the Department of Public Works and Capital
Projects will be needed to prepare the wall for the mural art, and for maintenance of the mural;
and
WHEREAS, the Town Council must endorse all art displayed on public property.

A RESOLUTION: APPROVAL OF LIBERTY STREET ART MURAL
THEREFORE, RESOLVED, that the Council of the Town of Leesburg in Virginia as
follows:
SECTION I: The Town Council hereby endorses the Liberty Street mural designed by
Sung Hee Kim, as depicted in Attachment#2 to the Agenda Memorandum, and approves the
mural for installation on the west facing wall of the Town shop located at 204 Liberty Street
SW.
SECTION II: The Town of Leesburg will own the physical mural, and maintain and
decommission the mural in accordance with the Town of Leesburg Public Art Guidelines, as
they may be amended from time to time. The artist will retain the copyright for the mural art,
and the Town will have reproduction rights for appropriate promotional and educational
purposes.
SECTION III: The Town Manager is authorized to execute an appropriate public art
agreement with Sung Hee Kim, in a form approved by the Town Attorney.
