Luth & Sons, Inc. for the aforesaid storm sewer construction. 22 Adoption of Proposed Ordinance No. 15018 - Wise and West Park Storm Improvement (11477) Appropriating One Hundred Twenty Thousand Dollars ($120,000.00) from the Districtwide Stormwater Fund to be used for storm sewer construction in Wise and West Park Storm Improvement (11477) in the City of Richmond Heights, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21690 with KJU dba KJ Unnerstall Construction Co. for the aforesaid storm sewer construction. - Pg 4 Revised: 10/4/2018 1:17 PM 23 Adoption of Proposed Ordinance No. 15019 - 82nd Street to I-170 Sanitary Relief (UR-08, UR-09) (11993) Declaring the necessity for the acquisition of easements and temporary easements in certain real property within The Metropolitan St. Louis Sewer District for the purpose of construction of sewers and related appurtenances in the project known as 82nd Street to I-170 Sanitary Relief (UR-08 & UR- 09) (11993) in the City of University City, Missouri to serve the needs of residents of the area, and authorizing staff to proceed with further condemnation efforts related to the project, including but not limited to the purchase and/or the filing of all necessary court pleadings or documents to commence and prosecute formal legal proceedings for the acquisition of said easements and temporary construction easements. 24 Adoption of Proposed Ordinance No. 15020 - Creve Coeur Creek Sanitary Trunk Sewer Relief Phase VI (SKME-021) (11729) Declaring the necessity for the acquisition of easements and temporary easements in certain real property within The Metropolitan St. Louis Sewer District for the purpose of construction of sewers and related appurtenances in the project known as Creve Coeur Creek Sanitary Trunk Sewer Relief Phase VI (SKME-021) (11729) in the City of Chesterfield, Missouri to serve the needs of residents of the area, and authorizing staff to proceed with further condemnation efforts related to the project, including but not limited to the purchase and/or the filing of all necessary court pleadings or documents to commence and prosecute formal legal proceedings for the acquisition of said easements and temporary construction easements. 25 Adoption of Proposed Ordinance No. 15021 - Caulks Creek A Pump Station (P-750) Improvements (12248) Appropriating One Million Five Hundred Six Thousand Five Hundred Dollars ($1,506,500.00) from the Sanitary Replacement Fund to be used for design of pump station improvements in Caulks Creek A Pump Station (P-750) Improvements (12248) in the City of Chesterfield, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21715 with Thouvenot, Wade & Moerchen, Inc. for design of pump station improvements. 26 Adoption of Proposed Ordinance No. 15022 - General Services Agreement – Construction Management (2019) (12386) Appropriating One Million Five Hundred Thousand Dollars ($1,500,000.00) from the Sanitary Replacement Fund to be used for general construction management services in General Services Agreement – Construction Management (2019) (12386) in various locations within The Metropolitan St. Louis Sewer District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21716 with Kennedy Associates \ Architects, Inc. for general construction management services. 27 Adoption of Proposed Ordinance No. 15023 - General Services Agreement – Facility & Sewer Design (2016) (11760) Making a supplemental appropriation of Sixty Thousand Dollars ($60,000.00) from the Sanitary Replacement Fund to be used for general engineering services in General Services Agreement – Facility & Sewer Design (2016) (11760) in various locations within The Metropolitan St. Louis Sewer District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21717 with Reitz & Jens Inc. for design of floodwall. 29 Adoption of Proposed Ordinance No. 15025 - Harlem Baden Relief System Improvement Design (Contract A) (12695) Appropriating One Million Nine Hundred Twenty Thousand Dollars ($1,920,000.00) from the Sanitary Replacement Fund to be used for design in Harlem Baden Relief System Improvement Design (Contract A) (12695) in the Village of Hillsdale, City of Wellston, and the City of St. Louis, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21718 with CDG Engineers, Inc. for design services. 30 Adoption of Proposed Ordinance No. 15026 - Lower Meramec WWTF Corrosion and Humidity Control Improvements (12499) Making a supplemental appropriation of Two Hundred Thousand Dollars ($200,000.00) from the Sanitary Replacement Fund to be used for design of repairs and improvements in Lower Meramec WWTF Corrosion and Humidity Control Improvements (12499) in Unincorporated St. Louis County, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Amendment No. 1 to Contract No. 21454 with Crawford Murphy & Tilly Inc. for the aforesaid design of repairs and improvements. 31 Adoption of Proposed Ordinance No. 15027 - Lower Meramec WWTF Expansion Phase II (12255) Appropriating One Million Fifty-Eight Thousand Dollars ($1,058,000.00) from the Sanitary Replacement Fund to be used for design of expansion and improvements in Lower Meramec WWTF Expansion Phase II (12255) in Unincorporated St. Louis County, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21719 with HDR Engineering, Inc. for design of expansion and improvements. 32 Adoption of Proposed Ordinance No. 15028 - Vance Rd Pump Station (P-472) Upgrades (12490) Appropriating Five Hundred Twenty Thousand Dollars ($520,000.00) from the Sanitary Replacement Fund to be used for design of repairs and improvements in Vance Rd Pump Station (P-472) Upgrades (12490) in the City of Valley Park, Missouri; and authorizing the Executive Director and Secretary- Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21720 with Crawford Murphy & Tilly Inc. for design of repairs and improvements. 33 Adoption of Proposed Ordinance No. 15029 - Watkins Creek Pump Station (P-101) Forcemain Replacement (Coal Bank Rd to Spring Garden Dr) (12922) Appropriating Nine Hundred Ninety-Three Thousand Dollars ($993,000.00) from the Sanitary Replacement Fund to be used for design of sanitary forcemain in Watkins Creek Pump Station (P-101) Forcemain Replacement (Coal Bank Rd to Spring Garden Dr) (12922) in the City of St. Louis, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21722 with M3 Engineering Group, PC for design services. 35 Adoption of Proposed Ordinance No. 15031 - 2018 Disparity Study Update Authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into an agreement with Mason Tillman Associates, Ltd., whereby Mason Tillman Associates, Ltd. will provide Consultant Services in the area of performing a Disparity Study update for the District. 36 Adoption of Proposed Ordinance No. 15032 - Actuarial Consulting Services RFP- 9407 Authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with Milliman, Inc., whereby Milliman, Inc. will provide actuarial services for the District's Pension Plan, Defined Contribution Plan, Deferred Compensation Plan, accrued sick leave program, vacation accrual, GASB 67 and GASB 68 Pension Accounting Reporting, GASB 75 OPEB Reporting, and consultant services. With the August 28, 2018 changes to RSMo §140.230 which allowed lienholders of record to file a claim for excess proceeds from properties sold at the St. Louis County tax sale auctions the District now has authority to pursue the proceeds in both St, Louis City and St. Louis County if there were unpaid sewer bills associated with the property.
