Grand Glaize Sludge Odor Reduction (12725) is a lump sum cost project to provide engineering evaluation of alternative sludge handling facilities to reduce odors through enhanced processing of sludge. Based on results of the engineering
evaluation a supplemental appropriation for design services for the required odor facilities design may be requested. There is a possibility the engineering evaluation may recommend an alternative such as selecting vendor equipment for
installation or some other alternative that does not require professional engineering design services. This project will not eliminate any constructed SSOs. The appropriation for design services is $435,000 below the proposed funding for the
project presented in the CIP Budget Supplement. The appropriation includes $168,710 for engineering services and $16,290 in contingencies. The construction cost estimate for this project is $3,000,000. Construction is anticipated to
begin in FY2018.
Grand Glaize WWTF Building, Switchgear, Tank and Screen Repairs (12495) is a lump sum cost project for design to stabilize the administration building foundation settlement, modifications and upgraded to the electrical switchgear, and an
additional mechanical bar screen and modifications to the existing screen system to correct deficiencies and improve performance and reliability. This project will not eliminate any constructed SSOs. The appropriation for design services is
$139,000 below the proposed funding for this project presented in the CIP Budget Supplement. The appropriation includes $398,332 for design services, $30,668 in contingencies, and $132,000 for construction phase services. These
services include construction field surveys, review of shop drawings and submittals, responding to design questions and changes during construction, as-built surveys, and preparation of as-built record drawings. The construction cost
estimate for this project is $3,321,000. Construction is anticipated to begin in FY2018.
Missouri River WWTF Ferric Chloride Storage and Feed Facility (12708) is a lump sum cost project for the design of the ferric chloride system. This project will not eliminate any constructed SSOs. The appropriation for design services is
$38,000 above the proposed funding for this project presented in the CIP Budget Supplement. The appropriation includes $258,511 for engineering services, $19,489 in contingencies, and $60,000 for construction phase services.
These services include construction field surveys, review of shop drawings and submittals, responding to design questions and changes during construction, as-built surveys, and preparation of as-built record drawings. The
construction cost estimate for this project is $1,000,000. Construction is anticipated to begin in FY2018.
Future appropriations will be required for the Grand Glaize Sludge Odor Reduction (12725) design and for construction phase services, if required, after evaluation of potential solutions is completed. Future appropriations will also be required
for other design projects as part of this multi-year contract as identified.

This ordinance authorizes the District to enter into Contract #20477 with ADS Environmental Services. The purpose of
this contract is to provide District staff with information regarding separate sanitary, combined, and storm sewer system flows during dry and wet weather conditions at approximately 250 locations annually for durations ranging from three (3)
months to twelve (12) months. This data is a diagnostic tool that will be used to meet Consent Decree requirements, refine hydraulic models, determine project effectiveness, and support inflow/infiltration (I/I) investigations. The data from
these meters will also be used to support the District’s ongoing programs such as the CMOM, Asset Management, Sewer Prioritization, Stormwater Control Programs, the SSO Control Plan, the CSO Control Plan, and the Infiltration & Inflow
Reduction Program. This contract for flow metering and monitoring is $2,500,000. Approximately 15% of the metering locations will be installed specifically to provide data at regulatory and billing sites. The remaining 85% of the meter
locations will indirectly support Consent Decree requirements by providing pre and post construction data, updating models, and supporting other operational and engineering needs. This contract is renewable for up to four (4) additional
years.

minority and women journeyman or apprentices unfamiliar with tunnel type work. Contractor is responsible to meet all workforce diversity goals as required by the Contract, prior to implementation of this Program. At the completion of the
training the trainees will be skilled in tunneling type work.
The work to be done under the original Contract #20375 consists of the construction of a 40-foot diameter, 12.5 MGD submersible pump station, a 28-foot diameter x 2,700-foot long cavern, a 580-foot long x 6-foot lined connecting tunnel,
three deaeration chambers, three intake structures, a shallow connector sewer constructed by pipe jacking and related storm sewers. The purpose of this project is to provide for volumetric CSO storage during wet weather events to reduce
CSOs to four events in the defined typical year and a maximum of 84 million gallons of untreated overflow volume.

This resolution authorizes the District to enter into an amendment for the year five (5) extension of a recurring Professional Services Agreement with Pure Technologies to perform Consent Decree required analysis of existing force
main asset inventory in order to recommend non-destructive evaluation techniques, processes, and technologies for use by the District. In addition, Consultant will analyze non-destructive evaluation results and assist District personnel in
estimating remaining asset life cycles, recommend capital improvements, to include identifying scope of work, and cost estimates for proposed improvements. Consultant will additionally prepare contingency plans for emergency repairs of
