Declaring the necessity for the acquisition of real property within The Metropolitan St. Louis Sewer District
for the purpose of purchasing property due to inadequate storm and sanitary sewers for the project known
as Maline Creek CSO BO 051 & 052 Local Storage Facility (Chain of Rocks Dr to Church Dr) (11656), in
the City of St. Louis, Missouri to serve the needs of residents of the area, and authorizing the acquisition of
said real property by purchase or by the institution of condemnation proceedings.
42 Adoption of Proposed Ord. No. 14226 - Flow Meter Data Processing Services
Authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer
District (MSD) to enter into a contract with ADS Environmental Services (ADS) whereby ADS will provide
data processing services for the raw flow meter data collected by the District’s in-house flow monitoring
group. The resulting processed data is utilized by the Engineering department for collection system
modelling and to evaluate construction project effectiveness to comply with Consent Decree requirements.
43 Adoption of Proposed Ord. No. 14227- Conflict of Interest Policy**
Repealing Ordinance No. 13721 as adopted September 12, 2013, and enacting a new ordinance in lieu
thereof, establishing a Conflict of Interest Policy for District trustees, officers and employees.
44 Adoption of Proposed Ord. No. 14228- Designation of Underwriting team for the
Wastewater System Revenue Bonds, Series 2015B
Designating the underwriting team for an issue of Wastewater System Revenue Bonds, Series 2015B of
The Metropolitan St. Louis Sewer District.
45 Adoption of Proposed Ord. No. 14229- Insurance Brokerage & Consultant Services
Appointing McGriff, Seibels & Williams of Missouri, Inc. the insurance broker of record for The Metropolitan
St. Louis Sewer District for a period of one (1) year, effective October 1, 2015 through September 30,
2016, with four (4) additional one-year renewal terms at the option of the District, and authorizing the
Executive Director and Secretary-Treasurer on behalf of the District to enter into a contract with McGriff,
Seibels & Williams of Missouri, Inc. whereby McGriff, Seibels & Williams of Missouri, Inc. will serve as the
District's broker of record and provide other services for the District's insurance program.

financial assistance through a Green Infrastructure Grant Program for construction of green infrastructure. The purpose

project will include the installation of a bioretention basin at the northeast corner of the cemetery property. Total cost of

This ordinance authorizes the District to enter into Contract #20340 with Hart Engineering, LLC for the design of the Big
Bend to Papin Storm Sewer Phase I (10035) project. The purpose of this project is to alleviate basement and yard
flooding at five properties by designing 2,730 lineal feet of 12-inch to 36-inch diameter storm sewers. This project scope
was increased to add 815 feet of 12-inch storm sewer in support of Private Inflow Reduction affiliated with the Webster
Groves Trunk E I/I Reduction project. The preliminary construction cost estimate is $978,000. Construction is anticipated
to begin in FY2018.

The work being done under Contract #20033 consists of the construction of approximately 6,500 lineal feet of sewers
varying in size from 8-inches to 30-inches in diameter and appurtenances. The purpose of this project is to alleviate
building backups and overcharged sanitary sewers. This project will eliminate three (3) SSOs (BP-400, BP-385 and BP-
407). This project is scheduled to be completed by July 2015.

Additional Comments: This supplemental appropriation is requested to fund additional costs associated with
unforeseen rock conditions and the work necessary to remove this material to place the new pipe. The rock removed
increased from an initial 3-4 feet to an additional 6-7 feet of rock along the last half of reaches along the alignment,
causing these additional excavation costs. This is inconsistent with pre-construction geotechnical borings. Staff is
requesting introduction and adoption at the September Board meeting due to encountering a much deeper amount of rock
(9 feet compared to 3.5 feet) in late June. The contractor is completing the reaches where we continue to encounter the 9
feet of rock. Because of the geotechnical bore locations and inaccuracies, we did not have the data to make an educated
estimate for the rock through these reaches. The introduction and adoption will allow the contractor to complete the
restoration of the pavement and front yards on the final reaches with no delays. This project is expected to be funded by
Bond proceeds.

This resolution authorizes the District to enter into an amendment for the year four (4) extension of a recurring
Professional Services Agreement with Jason Consultants to perform Consent Decree required analysis of existing force
main asset inventory in order to recommend non-destructive evaluation techniques, processes, and technologies for use
by the District. In addition, Consultant will analyze non-destructive evaluation results and assist District personnel in
estimating remaining asset life cycles, recommend capital improvements, to include identifying scope of work , and cost
estimates for proposed improvements. Consultant will additionally prepare contingency plans for emergency repairs of
high and medium risk force main assets. The proposed agreement will be for one year with up to two (2) more one-year
extensions, to match the Consent Decree required non-destructive evaluation schedule. The purpose of the agreement is
to meet one of the key provisions of the Consent Decree, to conduct a periodic non-destructive evaluation of existing force
main assets. The contract amendment will not exceed $375,400.
