The work to be done under Contract #20247 consists of the rehabilitation of approximately 17,675 lineal feet of pipe sewers varying in size from 36-inches to 60-inches in diameter utilizing cured-in-place pipe methods (CIPP) or spiral wound pipe renewal (SPR) methods, and 8 manholes. The purpose of this project is to reduce inflow/infiltration (I/I) in the Mattese Creek watershed, reduce building backups, and relieve overcharged sanitary sewers. There are no constructed SSOs to be removed/eliminated with this project. This project is scheduled to be completed in 410 days. FUNDING/COST SUMMARY: Budgeted: Capital Improvement Program Budget Year: FY2015, Pg. 139 Amount: $5,000,000 FY2016, Pg. 180 $1,600,000 (Planned) (Contingency) $6,600,000 Fund Name: #6660 – Sanitary Replacement Fund Additional Comments: An additional contingency of $10,000 for utility relocation (Water - $10,000) is included in the appropriation. This is a full funding request. A supplemental request was originally planned for construction in FY2016 for $1,600,000. The designer’s estimate is higher due to significant bypass pumping and contractor access to the trunk sewer. This project is expected to be funded by Bond proceeds. *The low bid by Insituform Technologies USA, LLC was found to be non-responsive due to failure to meet the District’s MWBE requirements. Staff recommends accepting the bid of SAK Construction, LLC for $5,759,461.00. Page 12 ~ April 9, 2015 Resolution No. 2474 sets guidelines for staff to recommend the acceptance of bids for construction projects when the apparent low bidder has been found non-responsive. When the second low bid falls within certain guidelines, staff brings the project to the Committee and Board per the normal process with explanation. If the second low bid is outside of the guidelines, a written explanation is required to the Board. The second low bid in this case is outside of the guidelines in that SAK Construction’s second low bid of $5,759,461 is $528,168 greater than Insituform Technologies’ bid, exceeding the guideline limit of 5.0% by $266,604. Staff is recommending that the Board accept the second low bid of SAK Construction for the following reasons: 1. The bids received were well below the Designer’s Estimate and within the proposed budget for the project. 2. The second low bidder’s MBE participation exceeds the 17% African American participation required for the project. 3. The project is a requirement of the Consent Decree. 4. There are no assurances that current bid prices would be retained under a re-bid scenario. 5.
