Resolutions 25 Adoption of Resolution No. 3168 whereas Ordinance No. 13464, adopted August 9, 28 2012, authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to amend a contract with Jason Consultants, LLC where by Jason Consultants, LLC would provide a third year extension of a recurring Force Main Non-Destructive Evaluation (Condition Assessment) Professional Services Agreement throughout the City of St. Louis and St. Louis County, Missouri. 26 Adoption of Resolution No. 3166 expressing the Board of Trustees’ appreciation to Carolyn M. Tiernon for her 10 years of exemplary service to The Metropolitan St. Louis Sewer District from April 12, 2004, to her retirement effective August 1, 2014. 27 Adoption of Resolution No. 3167 expressing the Board of Trustees’ appreciation to Terence L. For FY2015, the USGS will continue the operation and maintenance of the existing network of 38 stream gauging stations in 25 watersheds within the District’s area. Stream stage (water surface) and rainfall amounts will be collected with stream discharges (flow rates) determined for each gauging station. Stream stage will be measured and recorded at 5-minute intervals and transmitted via satellite to the USGS and automatically downloaded into a database. Stage and discharge values will be displayed in a real-time fashion on the USGS public web page. In addition, data reports or evaluations are provided by the USGS as an extension of staff, as requested for use by the District. The data will be used to provide reliable flood peak and stage estimates for use in hydrologic and hydraulic models or calculations at project locations within a drainage basin. These easements are needed to construct this project, which consists of the construction of approximately 382 lineal feet of 12-inch diameter storm sewers. This project will alleviate wet weather building backups and overcharged sanitary sewers. Flow metering and monitoring will be required after construction to verify that one (1) SSO (BP-612) can be removed. These easements have been appraised. Currently, the District has been unable to negotiate a settlement with the owners. In addition, Consultant will analyze non-destructive evaluation results and assist District personnel in estimating remaining asset life cycles, recommend capital improvements, to include identifying scope of work and cost estimates for proposed improvements. Consultant will additionally prepare contingency plans for emergency repairs of high and medium risk force main assets. This amendment will be for one year with three (3) more one year extensions, for a total of six years to match the Consent Decree required non-destructive evaluation schedule.
